ORDINANCE NO: 113 2
AN ORDINANCE OF THE CITY OF CIBOLO AMENDING CHAPTER 14 OF
THE CITY'S CODE OF ORDINANCES; ADOPTING THE 2014 EDITION OF
THE NATIONAL ELECTRICAL CODE, REGULATING AND GOVERNING THE
DESIGN, CONSTRUCTION, QUALITY OF MATERIALS, ERECTION,
INSTALLATION, ALTERATION, REPAIR, LOCATION, RELOCATION,
REPLACEMENT,ADDITION TO, USE OR MAINTENANCE OF ELECTRICAL
SYSTEMS IN THE CITY OF CIBOLO; PROVIDING FOR PENALTIES FOR
THE VIOLATION OF THIS ORDINANCE; REPEALING ALL ORDINANCES
AND REGULATIONS IN CONFLICT AND THAT THIS ORDINANCE IS
CUMULATIVE OF ALL OTHER ORDINANCES OF THE CITY NOT IN
CONFLICT WITH THE PROVISIONS OF THIS ORDINANCE.
WHEREAS, the City of Cibolo is a Home Rule Municipality located in Guadalupe County, Texas,
created in accordance with provisions of the Texas Local Government Code and operating pursuant to its
adopted City Charter and all applicable laws and enabling legislation of the State of Texas;and
WHEREAS,the City of Cibolo is governed by a Home Rule Charter that was approved by the Citizens of
Cibolo in a duly called election held on September 11,2004; and
WHEREAS, Chapter 54.001 of the Texas Local Government Code provides the general authority for
the City of Cibolo to enforce each rule, ordinance, or police regulation of the City of Cibolo and to punish
a violation of a rule, ordinance, or police regulation; and
WHEREAS, the Texas Local Government Code Section 214, Subchapter B, authorizes the City of
Cibolo, Texas to adopt the National Electric Code to regulate and govern the design, construction,
quality of materials, erection, installation, alteration, repair, location, relocation, replacement,
addition to,use or maintenance of electrical systems in the in the occupancy of buildings and premises
in the City of Cibolo.
NOW THEREFORE BE IT ORDAINED BY THE CITY COUNCEL OF THE CITY OF CIBOLO
TEXAS:
Section 1. Code Amendments.
That the City of Cibolo Code of Ordinances Section 14-2(a)(2)is hereby amended to read as follows:
14-2(a) (2)Subject to the Amendments set out below, the National Electrical Code, 2014
edition, and Annexes A, B, C, E, F, H section 80.1 thru 80.13 only, as published by the
National Fire Protection Association, (hereinafter collectively the "Code) are hereby
adopted as the Electric Code of the City of Cibolo except as amended and shall be
known as the National Electrical Code of the City of Cibolo
Section 2. Local Amendments.
That the City of Cibolo Code of Ordinances Section 14-2(a)(2)(a)is hereby amended to read as
follows:
14-2(a) (2) (a). Amendments to the adopted Code. Amendments to the adopted Code
shall supersede any conflictingprovision of the adopted Code and include the following:
i. All Commercial, Residential and Industrial plans shall include load
calculations using the appropriate method as indicated in the Code.
This shall include, but shall not be limited to, both feeders, and service
entrance, and service lateral conduction. These calculations must be
provided with the permit application and plan for a new service on an
existing dwelling.
H. All accessible abandoned wiring systems and abandoned equipment both
high voltage and low voltage, shall be removed from all buildings or lease
spaces when there is a change of use, remodeling, or finish out work.
iii. Electrical drawings of all multi family, commercial and industrial plans
must be sealed by an appropriate State of Texas Licensed Engineer.
iv. No branch circuit shall have wire smaller than 912 AWG copper. This
requirement shall not apply to circuits 90 volts and lower or for control
circuits.
V. Outlet maximums. Not to exceed 12 outlets per circuit serving general
lighting circuits; not to exceed six (6) outlets serving each GFCI circuit; and
not to exceed four (4) outlets serving the small appliance branch circuit for
counter tops.
vi. Separate dedicated branch circuits shall be provided for each refrigerator,
dishwasher, and garbage disposal unit. These appliances shall be cord
connected, and the garbage disposal shall be switched by a snap switch located
above or adjacent to the kitchen sink. The dishwasher circuit will have no other
outlets on the circuit.
vii. Receptacle outlets for refrigeration equipment shall be supplied from an
individual branch circuit rated 20 amps or greater
viii.All services shall have disconnecting means located outside of the building being
served.
ix. Article 100; add the following to definitions: "Engineering Supervision"shall mean
supervision by a Qualified State of Texas Licensed Professional Engineer
engaged primarily in the design or maintenance of electrical installations.

follows: Garages. In each attached garage and in each detached garage with
electric power.

each car space.
xi. Article 230.71(A); add the following exception: Exception: Multi-occupant
buildings. Individual service disconnecting means is limited to six for each
occupant. The number of individual disconnects at one location may exceed six
That this ordinance shall be cumulative of all provisions of the City of Cibolo, Texas, except
where the provisions of this Ordinance are in direct conflict with the provisions of such
Ordinances,in which event the more restrictive provision shall apply.
Section 3. Cumulative, Severability and Continuation Clauses:
It is hereby declared to be the intention of the City Council that:
(a) Ordinance to be construed cumulatively: This ordinance shall be cumulative of all provisions of the
City of Cibolo, Texas, except where the provisions of this Ordinance are in direct conflict with the
provisions of such Ordinances, in which event the more restrictive provision shall apply.
(b) Severability: If any of the sections, paragraphs, sentences, clauses and phrases of this Ordinance
shall be declared unconstitutional or otherwise illegal by the valid judgment or decree of any court
of competent jurisdiction, such event shall not affect any of the remaining phrases, clauses,
sentences, paragraphs and sections of this Ordinance, since the same would have been enacted by
the City Council without the incorporation in this Ordinance of any such unconstitutional or illegal
phrase, clause, sentence,paragraph or section.
(c) Continuation of prior ordinance: Nothing in this ordinance or -in the Electrical Code hereby
adopted shall be construed to affect any suit or proceeding impending in any court, or any
rights acquired, or liability incurred, or any cause or causes of action acquired or existing,
under any act or ordinance hereby repealed as cited in t h i s Section 3;nor shall any just or
legal right or remedy of the City of C i b o l o, of any character be lost, impaired or
affected by this ordinance.
Section 4. ]Penalty.. Any person who violates or causes, allows or permits another to violate any
provision of this Ordinance shall-be subject to the penalty prescribed in Section 1-13 of the City of
Cibolo's Code of Municipal Ordinances.
Section 5. (Effective Date
That this ordinance and the rules, regulations, provisions, requirements, orders and matters established
andadopted hereby shall take effect and be,in full.force and effective immediately upon the passage an
approval of the City Council of the City of Cibolo,Texas; and,publication as required by law.
