CITY COUNCIL MEETING - FEB. 17,1971

Mr. Mike Donovan met with the City Council informally
and discussed the approach the recommended for planning
and zoning. He- recommended an interim zoning ordinance
and then a long range master plan. He discussed pos-
sible Federal grants which might be available to assist
in the master planning.
It was agreed by the council that Mr. Donovan should
work up a cost estimate to develop an interim zoning
plan for the consideration of the council. Ed Ling
will check on the legality of Mr. Donovan practicing
in Texas.
The meeting was officially called to order at 9:05 p.m,
The minutes were approved as read.
The financial report was given by Mr. Dykes, showing
a current balance of 05052.55.
Motion was made by Dykes and seconded by Dylla that
if our City Marshal can be appointed instead of elected
it will be so. Ed Ling will check to see if the Marshal
can be appointed rather than elected.
Niemietz reported that he is still waiting for an esti-
mate on street repairs. He expects a proposal before
the next meeting. The delay is due to an effort to
get an oil job on the streets.
Dylla moved that Mrs. Ling be appointed as exec. secre-
tary at a salary of 425.1mo. plus .06/mi. for mileage .
Niemietz seconded the motion. Motion passed by acclama-
tion
Action will be taken to obtain a tax exemption number
for the City. It will be determined if the Parks and
Recreation Dept. will need a seper•ate number.
Ed Ling will write a letter to John Traeger stating
that we are not in agreement with the Cibolo Creek
Regional Sewer System proposed by Schertz and Univer-
sal City.
Walker reported from the Parks and Recreation Dept.
a present balance of 0974.47. He plans to try to use
the school ball diamond again this year.
The meeting was adjourned at 10: 25 p.m.
