CITY OF CIBOLO
CITY COUNCIL MEETING
AUGUST 16, 1973
The regular meeting of the City Council was called to order at 7:00 P.M.
by Mayor Schlather with all members present.
The minutes were read and approved as read.
The financial report was read and accepted.
Present at the meeting were Mr. Wiederstein, Mr. Meek and Mr. Rawe of
West Guadalupe County Municipal Utility District; Mr. Shipman, Consulting
Engineer retained by WGCMUD; Mr. Floyd Westerman, bondsman for WGCMUD;
Mr. Mullins, the Engineer for CCMA; Mr. Jesse Graham, Schertz member of
the RC&D, and several others .
The main purpose of this joint meeting was to assure that the efforts of
the WGCMUD coincided with CCMA's actions to provide a sewer system for Cibolo .
Mr. Mullins explained that the Environmental Protection Agency had approved
the least expensive alternative to provide a regional sewer system. This would
include either a portable pla% for Cibolo or a lift station and force main from
Cibolo to the Schertz plant . It will not include a parallel gravity main along
FM 78. Mr. Mullins explained that CCMA had final approval of the grant for de-
sign funds for the system described. The WGCMUD stated that they had not filed
an application for a sewer grant for Cibolo's gathering system. Mr. Mullins
explained the necessity for expeditious action to get on the list for a fisical
year 74 grant. If one is not obtained in fisical year 74, the Board would have
to bear the full cost of the system, which would exceed the bonding authority
they have.
Mr. Jesse Graham stated that he had tentatively placed this matter on the AACOG
agenda in September but needed Mr. Wiedersteins signature on the request to be
on the agenda. This is the first step in obtaining a grant . Mr. Graham recapped
for the WGCMUD and Council that there were 141 water connections in Cibolo now
with 53 more in the recently annexed Circle K Trailer Park. There are also 61
connections in the-Green Valley Trailer Park which may have to be served by sewer
since they are a paiftoof pollution.

The WGCMUD agreed to take action to get the project started.
The meeting adjourned at 10:00 P.M. with no definite action. taken. ' Since
the action is presently the responsibility of the WGCMUD, the Council could
take no action except urge the WGCMUD to move expeditiously to construct the
sewer system asked for by the voters of the City.
