CITY COUNCIL MEETING
APRIL 4, 1974
The regular City Council meeting was called to order on April 41974,
at 7:00 P. M. with all members present.
The minutes were read and approved as read.
The February financial report was read and accepted.
Mr. Griffith appeared before the council to make known his desire to serve
as a part time City Policeman and water works operator for Cibolo . The Council
questioned him on his background, family status, financial needs, etc. Mayor
Schlather thanked him for his interest and told him that he would be given
full consideration in the event the Council decides to create such a position.:.
A motion was made by Alderman Niemietz (Clemens Dylla) and passed unanimously to
pass Resolution No . 1016 expressing the Council's gratitude for late Mr. Alwin
Lieck' s dedicated service to the City Council and to the community.
Mayor Schlather read to those present Ordinance #64 proposing the annexation of
a certain section of Dean Property. He asked for comments from any citizens
concerning this proposed annexation. No one desired to speak.
Mayor Schlather read to those present Ordinance #65 proposing the annexation of a
certain section of Bligh Property. He asked for comments from any citizens con-
cerning this proposed annexation. No one desired to speak.
Linda was requested to contact the Texas Highway Dept. on the mislabeling of Town
Creek as Santa Clara Creek by the Highway Dept.
The need for a dog ordinance was discussed. Linda was requested to draft for
consideration at the next meeting, a dog control ordinance requiring vaccination
of all pets allowed outside of the yard but not requiring that they be on a lease.
The fee schedule for building permits as outlined in the SSBC was discussed at
some length. After consideration, it was decided to retain the schedule as printed.
In conjunction with the printed fee schedule, a salary for the building inspector
was discussed. A motion was made by Alderman Ling (Alderman Niemietz) and passed
unamiously to set the building inspector!,;s salary at $5.00 per hour but not to
exceed 50% of the building permit fee. The building inspector is to keep a record
of his time.
Alderman Ling presented a draft copy of a city budget for calendar year 174. After
considerable discussion and some modifications the budget was tentatively agreed
upon. A major consideration in the formulation of the budget was the duties of the
existing WGCMUD which will of necessity be assumed by the City within the next
two (2) months and the need for increased police protection. Based upon these
requirements (see attached list) , it was agreed by the council to offer Mr. Ed
Higginson a position of City Policeman and water works operator at a salary of
$600. permonth, plus a car allowance of $75. permonth. The city woal d purchase
a used police car and equip it with the minimum essential equipment (total cost
est . at $1 ,000.) . Mr. Higginson would be responsible for all maintenance, repair,
fuel bill and etc . He would be authorized to drive the car for all personal
use within the local area. A motion was made by Alderman Niemietz (Alderman Ling)
and passed unanimously to purchase the school district' s tax roll and appraisal
at $2 .00 per parcel to be used in setting up a city tax office.
There being no further business, the meeting adjourned at 10:30 P. M.
