CITY COUNCIL MEETING
MAY 16, 1974
The regular City Council meeting was called to order by Mayor
Schlather on May 16, 1974, at 7:00 P.M. with all members present.
Mayor Schlather read Ordinance No . 68 setting this day, May 16, 1974,
as the time for a public hearing concerning the proposed annexation of
44.967 acres of land belonging to W. E. Dean, Trustee. The Mayor
asked if anyone desired to speak either for or against the annexation
of this land. No one spoke concerning the annexation. Therefore,
since no one desired to speak, the public hearing was adjourned by the
Mayor.
The invocation was given by Alderman Edward Ling.
The minutes were read and approved as read.
The financial report was read and accepted.
The Council agreed that the maps furnished in the comprehensive master
plan were too small. Consequently Mayor Schlather was to contact Marmon
and Mok to have larger maps furnished.
Mayor Schlather reported that it might be possible to obtain county funds
to construct a community hall in the Cibolo-Schertz area, possibly on the
City Park grounds . The Council took no action on this matter.
Linda was directed to send a letter of thanks to Schawn Charities for their
recent contribution of $1 ,000.00 to the Park and Recreation Dept.
A motion was made by Edward Ling (Fred Niemietz) and passed unanimously
to pay Hugo Ackermann's car allowance and Linda Ling' s salary out of
Revenue Sharing funds beginning June 1 . A motion was made by Fred Niemietz
(Marge Smith) and passed unanimously to increase the City Secretary's
salary to $150.00 per month. Ed Ling obstained from voting.
The Council approved Mayor Schlather's appointment of Ed Higginson as
Civil Def enc e Director.
Mayor Schlather reported that Mr. Ackermann, in his present capacity, can
enforce all city ordinances.
Mayor Schlather that Mr. Ackermann had declined the offer of full time
employment with the City. However, he stated that he would accept part-
time employment as our water works operator and attempt to provide
additional police protection as we might require. A motion was made by
Marge Smith (Edward Ling) and passed unanimously that we employ Mr.
Ackermann as our part time water works operator at a salary of $200.00
per month. His car allowance for police protection is to be increased to
$100.00 per month. Included in the motion was the provision that Mr.
Meek and Mr. Rawe would be retained on the City payroll at their present
salaries of $150.00 per month and $50.00 per month respectfully for the
month of June while they train their successors. Beginning in July, Mr.
Meek is to be paid $25.00 per month thru June, 1975, to serve as our
licensed water works operator. Mayor Schlather pointed out it would be
necessary for the city to purchase a pickup for Mr. Ackermann.
Discussion on the dog ordinance was tabled until the meat meeting.
Linda was directed to request assistance from AACOG in obtaining a lawyer
to act as municipal court judge one Saturday a month.
Some discussion was held concerning the possibility of hiring a part-time
college student majoring in city administration to help with the city ad-
ministrative work. The federal government subsidy would pay 75% of their
salary. Action on this was tabled.
A motion was made by Edward Ling (Fred Niemietz) and passed unanimously to
pass Ordinance # 69 setting June 3, at 6:00 P. M. as the time for a public
hearing concerning the proposed annexation of 38.544 acres of land belong-
ing to W.E.Dean, Trustee.
A motion was made by Marge Smith (Mrs. Lieck) and passed unanimously to pass
Ordinance #70 setting June 3, at 6:00 P. M. as the time for a public hearing
concerning the propos-kcl annexation of 97.159 acres of land belonging to
Theodore Schmidt.
A motion was made by Fred Niemietz(Edward Ling) and passed unanimously to
pass ordinance # 71 extending the ETJ of the City of Cibolo to include a
12 acre tract of land belonging to Otto Wehe.
A motion was made by Marge Smith (Mrs . Lieck) and passed unanimously to
pass ordinance #72 extending the ETJ of the City of Cibolo to include a
1'2acre tract of land belonging to Ernest A. Jasek.
A motion was made by Fred Niemietz (Edward Ling) and passed unanimously
to pass Ordinance #73 extending the ETJ of the City of Cibolo to include
a 6.87 acre tract of land belonging to Ernest A. Jasek.
A motion was made by Fred Niemietz (Marge Smith) and passed unanimously
to pass Ordinance #74 extending the ETJ of the City of Cibolo to include
a 1 .967 acre tract of land belonging to Joseph B. Tudyk, Jr.
A motion was made by Mrs. Lieck (Fred Niemietz); and passed unanimously
to pass Ordinance #75 extending the ETJ of the City of Cibolo to include
a 12 acre tract of land belonging to Joseph B. Tudyk, Jr.
A motion was made by Marge Smith(Edward Ling) and passed unanimously to
pass Ordinance #76 extending the ETJ of the City of Cibolo to include
a 5.73 acre tract of land owned by Joseph B. Tudyk, Jr.
A motion was made by Fred Niemietz (Mrs. Lieck) and passed unanimously to
pass Ordinanee #77 extending the ETJ of the City of Cibolo to include a
83.3 acres of land belonging to Ilka Beck.
Edward Ling reported to the Council the present cost estimate for Phase I
for the City Park construction was $55,000.00. However, due to donations
of labor and materials already obtained and/or anticipated, it is expected
that the City's share of the expenses should not exceed $10,000.00. The
Council agreed that efforts should be continued to obtain a matching funds
grant based on this cost estimate.
There being no further business, the meeting adjourned at 10:30 P.M.
