CITY COUNCIL MEETING
JANUARY 16, 1975
The regular City Council meeting was called to order at 7:00 p.m. by Mayor
Schlather with all members present.
Mayor Schlather presented a certificate of appreciation to Mrs . Dykes for
Mr. Ted Dykes' service to the City.
The invocation was given by Alderman Ling.
The minutes of the previous meeting were read and approved as read. -
The financial report was presented and accepted as presented.
The bid of T & F Construction for construction of our City Park was opened. The
amount of $48,106. was stated by Mr. Andrew Tolle to be in error by $6,000. for
masonry work which was- to be donated and the material furnished by the City. In
addition, he had included $880. for electrical labor which was to be donated by
Cibolo Electric Co . After these adjustments, the bid would have been $41 ,326,
which exceeded the engineer's estimate of $31 ,750. Consequently, a motion was
made by Fred Niemietz (Genevieve Dykes) and passed unanimously to reject the bid
and instruct Alderman Ling to advertise for new bids, with a pre-bid conference
scheduled for 6 p.m., Feb. 6, 1975, and bid opening at 8:00 p.m., Feb . 20, 1975•
In the process of discussing the low bid, much discussion ensued concerning the
Council's desire for park development and the type building to be constructed.
Alderman Niemietz reported that the Fire Department had decided to return to the
City the army truck previously provided them via the City Civil Defense Organization.
Mr. Meek brought to the Council's attention that a standby replacement should be
obtained for him in the event he became ill or took a vacation. He suggested
Mr. Flugrath as a possibility. Mr. Ackermann also stated he would be happy to fill
in when needed.
Mr. Ackermann reported to the Council on recent problems with BB guns in the City.
He was requested to enforce more rigidly our Weed and Trash Ordinance.
Our Mobile Home Park Ordinance was discussed briefly and it was agreed that after
consultation with with our attorney, Linda should mail copies to each Park owner,
requesting that he submit his plans for compliance.

Alderman Niemietz raised the question of whether to retain theiprevious policy
of not renting the City Park building except to organized groups . The Council
agreed to continue the existing policy.
Mayor Schlather reported to the Council that he had recieved a letter from Messr
John Bartlett and Whitten concerning the City's acceptance of Four Leaf Park Subdivision
on August 17, 1966, and a potential commitment by the City to resurface the streets.
They also wanted estimates of the date sewer service will be available and the
approximate cost of each lot owner. The Council felt that our attorney should be
consulted, since it was considered doubtful that the Council ever accepted the
streets, and that the streets were actually constructed in accordance with the plat
submitted.
Linda asked the Council for permission to begin collecting pictures of previous
Councilmen and Mayors to hang in the City Hall. The Council agreed unanimously.
Mrs . Lieck asked the Council if they would accept as a gift, Mr. Liecks American
Flag for permanent display in the City Hall. The Council was most appreciative and
officially accepted the gift. It will be presented at a later meeting.
A motion was made by Fred Niemietz (Marge Smith) and passed unanimously to send Linda
to a Traffic Engineering Seminar in San Antonio for three days, all enrollment fees
of which are being paid by the Governors office.
There being no further business, the meeting adjourned at 10:30 P.M.
