I CITY OF CIBOLO CITY COUNCIL MEETING FEBRUARY 6, 1975 A prebid conference was held at 6 P.M. with all Aldermen present. The only contractor present was Mr. McNutt of Kirby Air Conditioning and Plumbing. He indicated a willingness to donate some portion of the labor on the plumbing of the city park. Mr. Ling explained the method of computing delay time as covered in the General Provisions . He also clarified that cast iron pipe was required under the slab, as specified. The regular meeting was called to order at 7:00 P.M. by Mayor F. S. Schlather. The invocation was given by Ed Ling. Mayor Schlather reported that he and Donald Cale, Realtor, had looked at some land suitable for a water well site, but the price was $10,000. for one acre . They were to continue their efforts to find a site, but at a lower price. Bill Mullins was present and reported the following to the Council: The City's gathering lines were combined with the CCMA contract in order to meet the deadline to receive the 75% grant. He did not know the cost, but was to call the information to Linda. The work was a separate bid item. There will be no tap fee by COMA for any residence or business in being on April 1 of 1974. For new construction, CCMA will charge $225. and the city can add=whatever they consider necessary to cover their administrative cost . U.C. is charging $275. total. Other details of the sewer system were discussed. The City needs to enact an ordinance covering sewer charges and operation. Jim Rhodes is the engineer's inspector on the job and should be con- tacted in case of any damage to the water system or private property by the contractor. The CCMA method of charging the citizens for sewage treatment has not been settled at this time. It may be on a rate- per 1000 gallons,(540 now) or it may be on a percentage of the water used with lower and upper limits . Mr. Mullins also agreed to study our subdivision ordinance to determine its adequ`.acyy, concerning water,asewerwandas.t.reet construction. He also rec,ommendeddgMayor Schlather appoint a committee of 2 citizens and 2 developers to review these ordinances . Mayor Schlather presented certificates of appreciation to all members of the West Guadalupe County Water Control Improvement DiZV. #1/ West Guadalupe County Municipal Utility District. Mr. Rawe was unable to attend and his certificate 1 February 6, 1975. . . .Minutes was not presented. The Water Board stated they felt that he should receive further recognition due to his donated work of billing, etc ., for a number of years . Mayor Schlather asked that the Water Board determine the form of recognition he should receive. The fire insurance rate was discussed at length, as well as the pro's and con's of requesting unprotected status . Linda was requested to compile the value of all improvements in the city and consult with Bruce Barnard to determine the insurance cost on the protected and unprotected rating. The question was raised as to why Cibolo does not have a fire credit rating. Mr. Tbod of the Board of Insurance in Austin could not answer this question when he was here last month. He was to provide a written answer, but has not done so at this time. A motion was made by Genevieve Dykes (Marge Smith) and passed unanimously to pass AnnexaA:eWarning setting up an Emergency Operation' Plan for Cibolo Civil Defense program concerning the proposed grant for purchase of a larger siren. A motion was made by Marge Smith (Stella Lieck) and passed unanimously to pass Ordinance No . 213 updating our Emergency Operation Plan for coordination with the county wide plan. A motion was made by Fred Niemietz(Genevieve Dykes) and passed unanimously to pass Ordinance No . 215 setting up the position and responsibilities of Fire Marshall. Mr. Grant Pfeil accepted the appointment by Mayor Schlather as Fire Marshall. Linda reported to the Council that Mr. Ackermann had received a bill for 500 ballpoint pens($153.70) which he had not ordered. She was requested to call the billing company and the BBB in San Antonio to assure that the City was not implicated and to prevent similar efforts to reoccurr. The failure of the City to return to Marge Smith's one of two copies of the blueprints for her house was discussed at length. This copy should have been returned to her with the building permit by the building inspector. The dis- cussion was tabled until the next regular meeting. A request for a business permit from Edward Ling for a real estate office in his home was received and business permit granted upon Grant Pf eil's statement that it would comply with the zoning ordinance. 2 February 6, 1975. . . .Minutes The Council discussed the request from Kenneth Witten for repaving of the streets in Four Leaf Park Subdivision. Upon the advice from the City's attorney, the council was unanimous in their decision not to accept the dedication of the Four Leaf Park Subdivision. The council felt that neither the local ordinance not state statutes had been complied with nor had a dedicatory affidavit ever been filed in support of said dedication. Linda was requested to write a letter to Mr. Witten concerning the councils decision. After some discussion a motion was made by Marge Smith (Fred Niemietz) and passed unanimously to retain Bennie Bock as our city attorney at a fee of $50.00 per month.
