Min CC 02/20/1975 CITY OF CIBO LO - CITY COUNCIL MEETING FEBRUARY 20, 1975 The regular City Council meeting was ca lied to order by Mayor F.S. Schlather on February 20, 1975 at 7:00 P.M. with all members present . Mr. Tom Anderlitch, our financial advisor was also present . The invocation was given by Alderman Edward Ling. The minutes and financial report were approved as presented. Alderman Fred Niemietz reported that he had submitted the application for matching funds to purchase a new siren of adequate size for the Fire Department as well as upgrade the actuating system. A motion was made by Alderman Fred Niemietz (Genevieve Dykes) and passed unanimously to increase Linda's salary effective March 1 to $100.00 per month. This was to keep her salary equivalent to that paid by nearby communities for the same work. The Presiding Officer introduced the following Ordinance: "AN ORDINANCE by the City Council of the City of Cibolo, Texas, prescribing rates and charges for services furnished by the City's Waterworks and Sanitary Sewer System; enacting provisions incident and related to billing and collection of water and sewer charges; repealing all ordinances, orders and resolutions in conflict; prescribing a date such rates and charges shall become effective and declaring an emergency. The Ordinance was read in full. Thereupon, Alderman Fred Niemietz made a motion that any rule requiring ordinances to be read more than one time or at more than one meeting be suspended. The motion was seconded by Alderman Ed ,Ling and carried by the, following vote: YEAS: Aldermen Ling, Dykes, Smith, Niemietz and Lieck. NAYS: None. Alderman Smith made a motion that'the ordinance be passed finally. The motion was seconded by Alderman Dykes and carried by the following vote. YEAS: Aldermen Ling, Dykes, Smith, Niemietz and Lieck. NAYS: None. The presiding officer announced that the ordinance had been finally passed and adopted. This Ordinance is Ordinance #216 in the book of Ordinances . w L Minutes: February 20, 1975 The Presiding Officer introduced the following ordinance: "AN ORDINANCE by the City Council of the City of Cibolo, Texas, authorizing the issuance of $60,000.11CITY OF CIBOLO, TEXAS, WATERWORKS AND SEWER SYSTEM REVENUE BONDS, SERIES 1975", dated January 10, 1975, as authorized by the General Laws of the State of Texas, particularly Article 1111 et seq., VI.A.T.C.S.; prescribing the form of the bonds and the form of the interest coupons; providing for a pledge of revenues to the payment of principal of and interest on said bonds; enacting provisions incident and relating to the subject and purpose of this ordinance; and.-declaring an emergency." The ordinance was read in full. Thereupon, Alderman Marge Smith made a motion that any rule requiring ordinances to be read more than one time or at more than one meeting be suspended. The motion was seconded by Alderman Fred Niemietz and carried by the following vote: YEAS: Aldermen Ling, Dykes, Smith, Niemietz and Lieck. NAYS: None. Alderman Dykes made a motion that the ordinance be passed finally. The motion was seconded by Alderman Lieck and carried by the following vote: YEAS: Aldermen Ling, Dykes, Smith, Niemietz and Lieck. NAYS: None. The Presiding Officer announced that the ordinance had been finally passed and adopted. This Ordinance being Ordinance #217 in the City of Cibolo Book of Ordinances . Mayor Schlather reported that the Community Council had passed a resolution supporting the adquisition of a Federal Fund 208 grant. There had been some discussion of this resolution at the City Council meeting. Consequently, the Council agreed to have a special meeting Friday, February 21 , at 6:30 P.M. to hear the pro's and con's of the resolution passed by the City Council. Mayor Schlather reported that he was attempting to. obtain city wide bid prices from at least 2 contractors for installing each individual's house sewer line. Alderman Fred Niemietz pointed out to the Council that our next regular meeting is scheduled for March 6th which is also the date for the annual Kuntry Karnival. Consequently, the Council agreed to reschedule this council meeting to March nth. No bids were received on the City Park construction. Some discussion ensued concerning the construction desired in the City Park. Alderman Ling reported 2 Minutes: February 20, 1975 that at least two (2) other General Contractors had recommended that the City act as it's own general contractor due to the large amount of donated labor involved. Finally, Alderman Ling was requested to obtain subbids and material quotes for the park construction. After consolidation of these prices the Council will determine the action to be taken. A motion was made by Fred Niemietz(Stella Lieck) and passed unanimously to refund $120.00 to Marge Smith for the plans to her house which were not re- turned to her. Mayor Mayor Schlather declared the week of March 8th through March 15th as Cleanup week in Cibolo . Linda was requested to contact Southern Pacific Railroad to discuss the feasibility of a beautification project by the City of the Southern Pacific Right of Way.
