CITY COUNCIL MEETING
MARCH 20, 1975
The regular city council meeting was called to order at 7:25 P.M. by
Mayo-r Schlather with all members present .
The minutes of the special meeting on March 11 , and the minutes of the
regular meeting on March 4, were approved as presented.
The financial report was approved as presented.
Alderman Fred Niemietz introduced Linda Dean,osecretary.,:for:ithe Parks
and Recreation Department . She presented to the council the request of
the GirlsScouts to use the City Park for their summer day camp. The
council was pleased to have the Scouts use the park and reduce the
fee to $1 .00 per day.
Mr. Pfeil brought to the council's attention the fact that J.W. Young
Janitorial Service was a new business in the city. It was noted that
the business had been started without obtaining a business permit.
Mr. Pfeil was asked to contact Mr. Young concerning this matter.
Mayor Schlather read the letter dated March 17, 1975 from city engineer
William Mullins concerning the Four Leaf Park Subdivision. In the letter
Mr. Mullins stated that the base material was considerably less than
the originallspecifications required. Consequently, he felt that the
streets would need to be replaced to make it useable. Our attorney, Mr.
Larry Catlin is continuing action on this matter.
Mayor Schlather reported to the council that he had tentatively discussed with
the prospective seller(who had originally offered to sell one acre for $10,000.)
concerning the possibility of purchasing on-e half acre for $5,000. After
discussion, a motion was made by Alderman Edward Ling(Alderman Fred Niemietz)
and passed unanimously to authorize the Mayor to purchase a six (6) months
option to buy a one half (1-2) acre for $5,000. contiguent on our finding water
of suitable quanity and quality for a municipal water supply.
Mayor Schlather read the letter from AACOG requesting all the local communities
to pass a resolution supporting a Federal 208 Fund grant for area wide pollution
abatement study. A motion was made by Alderman Edward Ling (Alderwoman Stella
Lieck) and passed., unanimously to pass Resolution Number 1022 supporting the
Federal 208 Fund grant.
The Council discussed the application of personal property taxes and agreed that
such taxes should. be uniformly applied.

Alderman Edward Ling reported to the council that with the help of Mr.
Harry Dollahan, he had obtained prices and subbids on the major portion
of the proposed city park construction. Based on these figures, he
estimated that the city's share would be approximately $7,000. cash plus
donations of labor and material. He pointed out that these were only estimates
and could not be guaranteed. After some discussion, a motion was made
by Alderman Fred Niemietz (Alderwoman Genevieve Dykes) and passed unanimously
to proceed with construction of the park.
Linda Dean a resident of Green Valley Trailer Park discussed the possibility
of annexation of her area by the city. Mayor Schlather pointed out that
the city would be willing but only of 2/3 two thirds of the citizens of
the trailer park requested annexation.
Mayor Schlather voiced a desire to have the water tower repainted if required.
Mayor Schlather read the letter dated March 5, 1975, from the City of Converse
requesting that Cibolo pass a resolution authorizing and directing the Chief
of Police and/or the duly appointed police officers of the City of Cibolo
to assist and receive assistance from the police officers of other cities in
the subregion in accordance with this resolution, which essentially makes
official the worling relationship that has existed for years . A motion wad
made by AlderwomanhMaxge Smith(Alderman Edward Ling) and passed unanimously
to pass Resolution Number 1023•
There being no further business, the meeting adjourned at 9:45 P.M.
