Min CC 09/04/1975 i CORRECTION TO MINUTES. . . SEPTEMBER 4, 1975 After discussion, it was agreed to accept the offer made by Cibolo State Bank to purchase the building located at 109 So. Main for $47,500.00 of which they have agreed to accept our present City Hall located at 106 So . Main as a down payment of $7,500.00 with a balance of $ 0,000.00. After discussion with our financial adviser, Mr. Tom Anderlitch, he felt the best method of financing this indebtedness would be through Certificates of Obligation. Legal and financial service fees should be $2,500.00. The Council agreed an additional $500.00 should be spend for making the building usable for City Hall which will bring the total to $ 3,000.00. The Cibolo State Bank, as agreed upon with our financial adviser, has agreed to pur- chase the Certificates of Obligation with an interest rate of 6%. Due to the mayor's position as a�directolrTof Cibolo State Bank as well as on the city council, he abstained from voting. Motion was made by Mr. Edward Ling (Fred Niemietz) to buy the building located at 109 So . Main in Cibolo with Certificates of Obligation in the amount of $13,000.00. Motion passed unanimously. CITY OF CIBOLO CITY COUNCIL MEETING SEPTEMBER 45 1975 The regular city council meeting was called to order at 7:00 P.M. on September 4, by Mayor Schlather. All members were present. The invocation was given by Edward Ling. The minutes of the July 28, Special meeting were approved as read. The minutes of the August 7, meeting were approved as corrected. (Subject not mentioned in paragraph 4) . The month of July financial report was approved as presented. Mrs . W. A. Kramer came before the Council concerning sewer for the Circle K Trailer Park. Linda is to check with Mr. lin. Mullins (City Engineer) on their connections, size of lines to be installed and how they will be charged since CKTP has their bTgn water well. Other citizens appeared concerning the sewer for Cibolo and how connections will be made on private property. Chief Wayne Zwicke was introduced at his first Council meeting. A letter is to be sent to Chief Eugene Schoonover thanking him for helping Chief Zwicke these past few weeks . Marvin Remmler discussed with the Council the possibility of acquiring a lawn mower. The Council is to check on prices of mowers before a d6cision is made. Mr. Hugo Ackermann attended the meeting and discussed the charges made by Southwestern Bell Telephone for having his telepnone number listed as City of Cibolo Police Dept . The City will reimburse Mr. Ackermann for charges made($26.40) . The police number for Cibolo was discussed at some length. Mayor Schlather is to check with City Manager Denny Arnold on dispatching services for Cibolo . The cost of equipping the police car for Cibolo was approved as follows: 1 . Prisoner's protection screen 7 . (3) Sets of uniforms 180.70- 8. (1) Jacket 59.69 9. Insurance Insurance on policeman was to be checked out before the next meeting. This in- cluded personal libility and disability policy. Also an article about our policeman is to be submitted to the papers . Minutes, September 4, 1975• Page 2 A thank you letter is to be written to Mr. Bob Jordan of Shawn Charities, Inc, for his donation of a police scanner for the police department. After discussion on the old Bank Building located at 109 So . Main, a motion was made by Alderman Edward Ling (Fred Niemietz) to take the necessary steps to buy the building on certificates of obligation for $15,000.00 to cover cost of building and additional expenses. The vote was unanimous . The City Park Fun Fund Sunday for September 28, was finalized. A motion was made by Alderman Fred Niemietz (Stephen Dykes) to donate $20.20 to the League of Women Voters for a solid waste survey. The vote was unanimous . The Council was unanimous in their decision to not raise the speed limit five (5) miles per hour on F.M. 78 and F.M. 1103. A letter is to be sent to Mr. Gene Sparks explaining the Council's feelings on this matter. After disucssion the Council unanimously agr:eeddto send a letter to the State Board of Insurance stating the City request to be rated as unprotected. Alderman Fred Niemietz abstained from discussion. This decision will benefit all residents by reducing their insurance rates on their homes . A judge for municipal court is to be appointed at the next regular meeting. Mrs . Gladys Pfeil appeared before the Council to discuss possible employment. This was tabled tntil the pity's budget can be looked over for the coming year. Linda was to call the Southern Pacific Railroad on bowing their right-of-way.
