Min CC 02/19/1976 CITY OF CIBOLO CITY COUNCIL MEETING FEBRUARY 19, 1976 r The regular City Council meeting was called to order at 7:00 P.M. with all members present. The minutes were approved as presented. The financial report for January was not availalbe because the auditor has had most of the financial records while performing his audit . Mr. Craig Hollmig from W. H. Mullins' office discussed the bids on the painting of the water tower. Their recommeridation was to accept the bid of $10,490. by Townsend Tank and Tower Service. After some discussion, a motion was made by Edward Ling (Stephen Dykes) and passed unanimously to accept the bid of Townsend Tank and Tower Service. The colors for the tower and the pattern were discussed at some length. Mr. Hollmig is to discuss with the contractor several schemes and cost of each. The engineer was also asked to investigate a fence scheme to protect the tower from vandalism and the cost of a metered and coin operated water fill stand. Mr. Hollmig indicated their fee would be approximately $800.00. The Council considered at length the dog control ordinance from the preceding meetings . After some revisions, a motion was made by Fred Niemietz (Marvin Kierum) and passed unanimously to pass Ordinance No . 225 regulating the keeping of dogs . As soon as a vaccination day can be arranged (possibly in conjunction with the Grange) , Linda was to publicize the ordinance and vaccination day in the newsletter. Also in the next newsletter, Linda was to reemphasize the March 15 deadline for hookup to the sewer and a cleanup week as can be scheduled. The proposed sewer rates as furnished by our engineer and financial advisor were discussed. Linda was to check with our engineer on the rate for a church and a service station with a washrack. In addition, the proposed rate was to be furnished to the school board for comment before consideration for final passage. Linda was requested to contact Bennie Bock and request the return of our traffic control ordinance before our next meeting. In addition, she was directed to contact CCMA to request a final inspection of our sewer system to be conducted jointly by our engineer, CCMA, and the contractor and our Council. A one week notice was to be requested. In preparation for this, the contractors who have .had difficulty finding wyes on the lines are to be contacted for details of the problems encountered. Page 2, Minutes February 19, 1976 Edward Ling pointed out the need to seal the cracks in our streets. Linda was to contact the Texas Highway Dept . to determine the proper material to use in the sealing. The Council discussed the need for an ordinance covering the proper method of cutting streets for new construction. Edward Ling reported to the Council on the cost of the City Park thus far plus an estimate of the projected construction. So far, all construction costs are below the original estimate. The Council agreed to continue construction. Therefore, GVEC will be given the go ahead on the ballfield lighting. Linda will provide copies of the estimate to Mayor Schlather and .Andrew Tolle for control purposes as Mr. Tolle will supervise the construction. Mayor Schlather read a letter from Schertz requesting that our rates for water be raised from 25¢/1000gal. to 60¢/1000gal. However, our contract only allows renegotiations once each 5 years and that cycle will not occur for another 3 years. The contract and alternatives were discussed at length. Mayor Schlather was to contact Bennie Bock to determine the best action to take. Edward Ling brought to the Council the proposal that the CCMA Board of Directors be elected by geographical precinct, such as by city, rather than at large. The Council agreed but since Cibolo is not in the CCMA district, it seemed inappropriate to takeeany action at this time. There being no further business, the meeting adjourned at 10:50 P.M. F. S.
