CIBOLO CITY COUNCIL

REGULAR MEETING: MAY 19, 1977
1 . CALL TO ORDER: John A. Sippel, Mayor.
_ 2 . QUORUM CHECK: Linda N. Ling, City Secretary.
Total City Council present.
3. INVOCATION: Edward Ling.
4. CITIZENS TO BE HEARD, EMPLOYEES, AND COMMITTEES:
a. Mr. Andrew Tolle, City building inspector, met at 7:30 with the City Council
and disucssed the bonding and licensing. The City will leave the electrical
code to GVEC. Bonding requirements will be checked and see what is available.
Mr. Tolle also made the council aware of the water line break at Town Creek
West Subdivision. This is to be studied further.
b. Coy Simmons appeared before the Council concerning a mobile home park on
369 Country Lane which is in the ETJ of Cibolo . The Council needed further
information on this matter and Mr . Simmons engineer will get with the Council
at a later date . _
C . Rev. Albert Hennig, Cibolo' s representative to the Traffic Safety Council will
report to the Council on a regular basis concerning this meeting.
d. Sandy Scblather, chairwoman for the Cibolo Centennial Committee,(to be changed
` to the Beautification Committee) discussed her views on the Railroad R-O-W
lease. After much discussion with the Council, the Council still felt the
need to drop the existing lease but to continue to maintain the R-O-W.
OLD---'BUSINESS
a . Mark McKlarin, engineer from W.H. Mullins office, disucssed the street
paving program again. The City lacks approximately $20,000. to pave all the
streets . Mr. James Bohan (citizen) asked about Oasis Street behind his
business. A town meeting and a newsletter were discussed to increase the
citizens awareness of this project and to obtain their views . Mr. McEl.arin
is to return to the Council with an update on prices . The matter is to be
discussed at the next meeting a date set for the town meeting.
6. MINUTES:
a . A motion was made by Edward Ling, seconded by Fred Niemietz and passed
unanimously to approve the Minutes of May 5, 1977, thus being a regular meeting.
A motion was made by Fred Niemietz, seconded by Edward Ling and passed
unanimously to approve the Minutes of May 10, 1977, thus being a special meeting.
5. b. FM 78 BY-PASS. The bypass was discussed. Mayor Sippel said he had someone
working on this and he would let the Council know more at the next meeting.

C . PLANNING AND ZONING- COMMISSION. The Commission was discussed. After discussion,
a motion was made by Fred Niemietz, seconded by Billy Wiederstein, and passed
unanimously to pass Ordinance No . 235 setting up a planning and zoning
commission.
d. After discussion, a motion was made by Marge Smith, seconded by Billy
Wiederstein and passed unanimously to pass Qrdinance. N6, - 236 establishing
a Parks and Recreation Dept and setting rules and regulations for the City Park.
e. The Cibolo representative for CCMA' s Citizen Committee will be Fred Niemietz
as appointed and approved by the City Council.
f. A motion was made by Billy Wiederstein, seconded by Ed Ling and passed unanimously
to pass Resolution No-1036 approving withdrawals and deposits to the Cibolo
State Bank by John Sippel, Fred Niemietz, Gladys Pfeil and Linda Ling.
g. After a brief discussion, a motion was made by Fred Niemietz, seconded by Ed Lang
and passed unanimously to pay Andrew Tolle $10.00 per hour as building inspector.
h. The Council felt that Mr. Gutierrez should be invited to the next Council meeting
to disucss the disposal franchise.
ADJOURNMENT: There being no further business, the meeting adjourned at 12:05 A.M.
