CIBOIO CITY COUNCIL MINUTES CIBOLO, TEXAS JANUARY h. 1979 1. CALL TO ORDER: John A. Sippel, Mayor 2 . QUORUM CHECK: Mayor Sippel, Councilmen Smith, Wiederstein, Swenson, Robison, Chief of Police Jeronimo Marin, Jr., Barbara Glenewinkel 3 . INVOCATION: Bill Wiederstein 4. MINUTES: Sig Swenson (Bill Wiederstein) moved the minutes of the Dec. 21st Council Meeting be approved as read. All approved. 5® CITIZENS TO BE HEARD: No citizens appeared to be heard. 6. OLD BUSINESS: A) STEWART OXYGEN SERVICE: Sig Swenson(Bill Wiederstein) moved that due to the fact the Stewart Oxygen Service contract was a one (1) year contract, and had automatically expired on October 13 1978, the $36.00 requested for the 3 months (Oct. - Dec .) should not be .paid; and since the contract automatically expired at the end of one (1) year, the $60.00 cancellation fee not be paid either. Also for the records, it was pointed out, the original contract was for one (1) year and appears to have been altered to a two <(2) year contract, which was not the original agreement. All approved. B) FIRF,' ORDINANCE: The proposed fire ordinance controlling open brush fires was again discussed. Barbara was instructed to contact TML concerning a sample ordinance for the City. C) C.C .M.A. was discussed. Mayor Sippel stated the City has no quarrel with C.0.M.A. and wishes it known Mr. Tom Weaver and the C .C.M.A. staff are doing everything possible to correct the sewer problem. 7. NEW BUSINESS: A) Mayor Sippel read a letter from A .A.0.0.G. concerning annual dues. It was decided to put dues on Bills To Be Approved. B) Mayor Sippel read letter from A.A.0.0.G. concerning C.E.T .A. programs . The possibility of- having Food Stamp recipients work for the city. Barbara was instructed to request a list of those receiving food stamps in our area. C) Bill Wiederstein (Sig Swenson) moved the sample Industrial Waste Ordinance be drafted to suit City of Cibolo . All approved. D) Mayor Sippel reported that Andrew Tolle has suggested the water lines and meters to Old Bank building and adjoining propeDty (on Main St .) be relocated next to railroad track to avoid possible trouble in future. The City will finance the lines to new meters . E) Repair and upgrading of public streets was discussed with Sig Swenson suggesting we have someone (possible T. & F. Construction) grade and repair all the streets. Budget for streets will be checked to determine whether or not the Street Dept. has the finances to have all the streets done at this time. F) Sig Swenson suggested all broken pipe leaks during the winter months be taken into consideration when figuring the new sewer bills . It was reported that they are. G) Mayor Sippel reported that Mr. Buster Cage of Koennecke's accounting office is working on new sewer rates . H) A new copy machine from Royal Business Machines Inc . was discussed and decided against. I) Police Chief Marin reported on Randolph Sub Division Trans- portation meeting he attended at Rando-iph. The highway requests an updated map and the City is requested to present recommendations to the transportation council on the JANUARY 4, 1979 COUNCIL MINUTES, CONT. Alternate traffic routes to and from R.A.F.B. 8. BILLS TO BE APPROVED: Marge Smith (Albert Robison) moved the bills be approved. All approved. 9. ADJOURNMENT: Albert Robison (Bill Wiederstein) moved the meeting be adjourned at 9:25 P.M.
