1 . CALL TO ORDER: 7:00 p.m. Mayor John A. Sippel
2 . QUORUM CHECK: Mayor John A. Sippel, Councilmembers Nirider, Smith, Swenson,
Thurman; Chief of Police Jeronimo Marin, Jr; Building
Inspector Andrew Tolle; Clerk Iva Amacker

3. CITIZENS TO BE HEARD: None
4. INVOCATION: Josie Nirider
5. MINUTES: Marge Smith (Josie Nirider) moved the minutes of the
July 17, 1980 meeting be approved. All approved.
6. OLD BUSINESS: A. Marge Smith (Josie Nirider) moved the proposed annual
budget for the fiscal year beginning October 1 , 1980
and ending September 30, 1981 be approved.
All approved.
B. Gutierrez Garbage Contract. Mayor Sippel read a letter
from , Gutierrez Disposal Co . regarding price proposals . _
Due to the fact that they have huge engineering costs
resulting from Texas laws regarding land fill regulations,
salary increases and increase in cost of up keep of
machinery and vehicles, they are unable to lower prices.
Henry Gutierrez and Henry Gutierrez, Jr., were present
at the Council Meeting and reaffirmed the decision
that they were unable to adjust proposed price
increases .
Sig Swenson (Gerald Thurman) moved that Gutierrez
Garbage contract be approved. All approved.
C. Sig Swenson inquired as to when the new traffic signs
would be put up. Chief Marin stated that signs will
be installed as soon as poles are available . Mr. Tolle
will inventory and proceed to erect signs .
D. Mr. Tolle explained that material for fire plug
repair had been received and repairs were already
being made.
7. NEW BUSINESS: A. The price of wholesale water to contractors was
discussed. Mr. Tolle suggested that Council should
consider an increase in price of wholesale water.
Sig Swenson (Gerald Thurman) moved that wholesale
water rate be increased from $1 .00 per thousand
gallons to $1 .50 per thousand. All approved.
Sig Swenson (Gerald Thurman) moved that we bill the
developer for amount of water involved. All approved.
B. Council was informed that Mr. Dreyer, Green Valley
Water, read the master meter at Town Creek, 7 Aug 80,
and that State will begin getting Green Valley water
for FM 1518.
C. Marge Smith (Josie Nirider) moved that we participate
with TML in their fight against Southwest Bell Telephone
rate increase. All approved. (Cost .030 per capita)
D. Southwestern Bell Easement to use existing right of
way. (Bramblewood Circle) . Andrew Tolle reviewed
plat and indicated that insofar as he could Isee the
plat was all right and su gested that easement
right-of-way be signed. Mayor Sippel signed same .)
E. Councilwoman Nirider suggested that trees be trimmed on
Werner Street. They are overhanging the street and will
interfer with school buses when school starts .
F. Mr. Tolle suggested that Werner St needs patching.
G. Discussion of Southern Building Code regulations
governing building permits reveals that failure
to obtain a building permit may automatically
double amount of building permit.
8. BILIS TO BE APPROVED: Marge Smith (Josie Nirider) moved the bills
be approved for payment. All approved.
9. ADJOURNMENT: Mayor Sippel adjourned meeting at 8:30 p.m. Executive
Session to follow regular meeting.
