1. CALL TO ORDER: 8:00 p.m, Mayor John A. Sippel

Secretary Barbara Glenewinkel.
3. INVOCATION: Bill Wiederstein
4. MINUTES: Bill Wiederstin (Purge Smith) moved the minutes of the February
19th Council Meeting be approved. All approved.
5. NEW BUSINESS:
A. MOBILE HOME PERMIT - POOR RICHARD'S LOUNGE
Lt. Richard Legere, co-owner of Poor Richard's Lounge (formerly
Melody Lounge) located at F.M11. 78 and Uietz Creek, attended the
Council meeting to request permission to put a trailer home behind
Poor Richard's Lounge so that he would be able to be closer to
his place of business. A special permit had been issued to John
Laurence dba New Melody-Too to keep a trailer home on the premises,
with certain provisions. These provisions will apply to Mr.
Legere also. They are:
1. Only one mobile home will be located on property.
2. The owner will pay 2 water minimums.
3. The mobile home will clue placed at least 20' from back of Lounge
for fire protection reasons.
4. The same utility hook-ups will be -uses by Legere as was used by
John Lawrence.
5. This permit will be null and voic if there is a, change of occu-
pants,

Sig Swenson_( JoNirider) made a motion that Lt. Legere be issued a.
special permit for his trailer home with the above provisions.
All approved.
B. NATIONAL FLOOD INSURANCE STUDY PROGRAM
The requested amendment to the Flood Ins. Study Ordinance was dis-
cussed. Mayor Sippel suggested that the Cibolo-Schertz Development
Corp. review the revised map due to the fact that there was an area
in the Industrial Park that was earlier included in Zone A and has
since been changed to Zone B of the Flood Plain Map.
TheCouncil agreed the Dev. Corp should review the map.
C. THE "911" CONTRACT RENEWAL
The Schertz Dispatcher handles all calls to the Cibolo Police Dept
that are not handle through CityHall. Schertz has delayed their
renewal of their contract with "911" because of the possibility
of "911" coverage to the property on I.H. 35 that Schertz is in the
process of trying to annex.
Sig Swenson (Marge Smith) moved the Council approve the renewal of
the "911" contract contingent upon Schertz renewing theirs.
All approved.
D. VARIANCE REQUEST - C.P. VAUGHAN
Mayor Sippel explained a variance requested by C.P. Vaughan for 2
lots he has purchased on Pecan St. The lots are 60' wide and 67'
wide, and the houses he proposes to put on the lots are 50' wide.
Mr. Vaughan requested a 5' side yard set back rather than the 15'
as required by the ordinance.
Sig Swenson made the motion the Council approve the request, but
withdrew the motion when Bill Wiedeestein suggested that a precedent
be set by having all zoning matters be presented to P.& Z. Board
first and then to the Council.
Bill Wiederstein (Jo Nirider) moved the variance be presented to
Planning & Zoning Board for their approval.

E. CIBOLO NORTH UNIT 2 PRELIMINARY PLAT
The Cibolo North Unit 2 Preliminary Plat was again discussed at
Council. The Plat had again been reviewed by P. & Z. Board and
forwarded to Council with 8 provisions, c copy of which is attached.
Jo Nirider (Sig Swinson)-;moved the Council approved the P. & Z.
Board decision in regards to Cibolo North Unit 2 Prelimin,�ry Plat.

The Council approved the motion with the Council being polled as
follows:
Jo Nirider - yes
Marge "Smith - yes
Bill Wiederstein - yes
Sig Swenson - yes
In other matters concerning the Planning & Zoning .0oard, the Board
recoEnds that if a. water line is extended to F.M. 1103, that
the oreO under F.M. 1103 and connected with the Indust-
ial Park water line.
F. C.0.M.A. CONTRACT RENEWAL(ADDENDUM)
The renewal of the C.C.M.A. sewer contract addendum with the City
concerning sewer connections in the Industrial Park was discussed.
The addendum is reviewed for renewal every 6 months, ; the Council
agreed on renewal.
6. BILLS TO BE APPROVED:
Marge Smith (Jo Nirider) moved the bills be approved for payment.
All approved.
7. ADJOURNMENT: Marge Smith (Jo Nirider) moved the meeting be adjourned at 9:25
p.m. All approved.
