Min CC 03/19/1981 CIBOLO CITY COUNCIL MINUTES, MARCH 19, 1981 1 . CALL TO ORDER: 7:00 p .m. Mayor John Sippel 2 . QUORUM CHECK: Mayor Sippel, Councilmembers Nirider, Smith, Wiederstein, Swenson and Thurman: Chief of Police Jerry Marin and City Secretary Barbara Glenewinkel 3. INVOCATION: Bill Wiederstein 4. MINUTES: Jo Nirider (Marge Smith) moved the minutes of the March 5, 1981 meeting be approved with the addition of the suggestion made at the meeting by Sig Swenson of the possibility of coming down both sides of F .M. 1103 from Main St. crossing in lieu of the boring under- F.M. 1103. All approved. 5. NEW BUSINESS: A. CONSTRUCTION OF CONCRETE SLAB IN CITY PARK The concrete slab that the Cibolo Volunteer Fire Dept. wishes to have constructed at the City Park was discussed. The Park's and Recreation Dept. requested approval to spend $1 ,000. of their funds to help pay for the expense. The slab (30'x5O') is to be used for dancing and may in the future be used for a pavillon or foundation for a new recreation building. Bill Wiederstein (Marge Smith) made the motion the City approve the $1 ,000. from the Parks & Recreation Dept. being used to help finance the slab, providing the slab meets the building code and meets with the approval of Andrew Tolle, Bldg. Insp. B. MUNICIPAL CLERK WEEK Councilmember Nirider reported on the Secretary's Luncheon she attended as a guest at on March 18, 1981 at Woodlake Country Club. This was the Alamo Chapter of City Clerks and Secretaries of Texas Quarterly meeting. Mrs . Nirider discussed the upcoming Municipal Clerk's Week which honors City Secretaries or City Clerks - whichever a city has . Jo Nirider (Marge Smith) made a motion that the City Council proclaim May 10 - 16 as Municipal Clerks Week in Cibolo . All approved. C. GENERAL TAX SCHOOL Sig Swenson (Gerald Thurman) made a motion that Barbara Glenewinkel and Iva Amacker be allowed to attend a general tax school to be held at Texas Lutheran College in Seguin. All approved. D. CANVESS OF VOTES Marge Smith (Jo Nirider) moved the Council meet at 7:00 p.m. on April 7, 1981 to canvess the votes of the April !a, 1981 City Election. All approved. 6. OLD BUSINESS: A. TRACTOR MOWER Sig Swenson reported on a tractor/mower for the City. He reported he had located a rebuilt Gravely at Gravely Sales & Service for approximately $1300. Mr. Swenson has had this make of tractor for several years and recommends the City Council consider buying it. Marge Smith (Bill Wiederstein) moved the Council, authorize Mr. Swenson to purchase this Gravely tractor. All approved. i PAGE 2 - CIBOLO CITY COUNCIL MINUTES, MARCH. 19, 1981 B. TURNING LANE Police Chief Marin reported on his discussion with Walter Ehlers concerning the request for a turning lane at the Cibolo State Bank. This project has been approved but no definite starting time has been established. The turning lane will extend from Dietz Creek Bridge to F.M. 1103. He also reported that Timber Tech Inc . can put up a "Plant Entrance" sign at the edge of the state highway right of way. Mr. Ehlers also stated that a speed survey may be done on F.M. 78 from Town Creek Bridge to Country Lane with the possibility of lowering the speed limit. C. VARIANCE REQUEST Bill Wiederstein (Sig Swenson) moved the Council approve the variance request from C.P. Vaughan concerning side yard set bock of 5' on two lots on Pecan Street. This variance had been approved by the Planning and Zoning Board on March 10, 1981 . Motion passed with Marge Smith abstaining. 7. BILLS TO BE APPROVED: Marge Smith (Jo Nirider) moved the bills be approved for payment. All approved. 8.
