MINUTES
1. Call to Order—Workshop was called to order by Mayor Dunn at 3:00 pm.
2. Roll Call—Council present: Mayor Dunn, Councilwoman Schultz,Councilman Garrett(arrived at 3:10 pm),Councilwoman
Gephardt, Councilman Doty (arrived at 4:45 pm), Councilman Hogue, Councilman Russell and Councilman Weber; Staff
Present:City Manager Herrera,City Attorney Erkan and City Secretary Cimics.
3. Discussion
A. Discussion/review on the current City of Cibolo's Ethics Ordinance and Governance Policies and identify areas to be
addressed.
City Manager Herrera addressed the council on the current Ethics Ordinance. Mr.Herrera suggested that Council look at
separating the Ethics from the Code of Conduct. Mr. Herrera also ask the City Council to consider having the City
Attorney be the first line of review of any complaints that may be filed on a Board, Commission or Committee member.
The Council discussed the ordinance and there was a lot of dialogue between the members. The Mayor did give members
of the audience a chance to speak on the ordinance. City Attorney Mr. Erkan gave a power point presentation covering
Ethics and Conduct. The Attorney's Office concurred with the City Manager's recommendation that the Code of Ethics
and Code of Conduct be made separate codes; and that the Code of Conduct be written as a guide describing expected
conduct from those who serve on Council, Boards and Commissions. The Attorney Office stated if the City Council
determines it is in the best interest of the City to maintain the Code of Conduct adjudicative process they have a few
recommendations that they would like City Council to consider.. Council agreed that the City Manager and City Attorney
will work on a draft ordinance separating the Code of Ethics and the Code of Conduct. This will be brought back to City
Council at a regular meeting for further discussion. Another Council Workshop made need to be scheduled to go over the
changes.
4. Adjournment—Councilman Weber made the motion to adjourn the Workshop at 4:53 pm. Motion was seconded by
Councilman Garrett. For: All;Against:None. Motion carried 7 to 0.
