1. CALL TO ORDER: 7:00 P.M. Mayor Ed Ling

3. INVOCATION: Mayor Ling
4. MINUTES: The minutes of the July 16, 1981 council meeting were approved as read.
5. NEW BUSINESS:
A. The possible meeting between the City of Schertz Council and the Cibolo
Council to discuss the Extra Territorial Jurisdiction boundary between
the two cities was discussed. The Cibolo Council decided they would
still like to discuss the matter with them rather than agree to a line
on a map. At was decided Mayor Ling would set up a meeting with Mayor
Stomackin of Schertz.
B. The reprint of the Cibolo Centennial Cookbook was discussed. The
South Texas Printing Co. of Seguin has given a price of 100 books
for $481. 00. The Council felt this was good public relations material
for the City.
Gerald Thurman (Sig Swenson) made a motion the cookbooks be reprinted
and sold at $5.75 per book. All approved.
C. The report of a C.C.M.A. sewer lid being broken on the line running
through the Watson,Steves & Flannery property east of Lamar St. was
discussed. Fred Niemietz will look into the matter and decide what
needs to be done.
D. The Farmer's Home Administration Loan was discussed. In a letter from
Garcia & Wright, the Council was informed that the pre-application forme,
were ready to be taken to Seguin when the Council decided on an amount.
Mr. Pat Wright recommended the City apply for a $400,000. loan.
Sig Swenson (Jo Nirider) made a motion the City Council apgroved the
pre-application form and set the amount at $400,000.
All approved.
E. Marge Smith (Jo Nirider) made a motion the public hearing for the
proposed budget for 1981 be set for 6:30 p.m. Augz 20, 1981.
All approved.
F. Sig Swenson (Gerald Thurman) made a motion the City employee become
a member (if heychooses) of the Cibolo Volunteer Fire Dept. and have
him answer fire call during the working hours with his salary continuin@
and the Fire Dept. dues being paid by the City. All approved.
G. The Street Finakee Bill was discussed. Barbara was instructed to call
the Governor's office to express Cibolo's support of the bill. (This
{ was done.)
H. Mrs.Nirider gave an _update on the Main Street Project meeting she .
attended in Seguin. She said Seguinbas improved its downtown dis-
trict due to this project and suggested the councilmembers�-visit the
downtown Seguin area and take a look at their improvements. Mrs.
Nirider also stated she had discussed the Main Street Project with
Elaine Schlather and Fritz Schlather. She stated that Fritz Schlather
had said that in his opinion he didn't feel the City could pursue this
project at the present, due to the fact that a Director has to be
ttained and paid approximately $13,000. per year and the City merchants
have to back the project and help support it.
I. Liability Insurance for the Council was discussed. There will be a
program August 21 in San Antonio City Hall on this subject. The
Council felt that someone from the city should attend if possible.
• J. The Randolph Region Transportation Study preliminary plan was discussed,
Fred Niemietz (Jo Nirider) made a motion the Council approve the
preliminary study plan as presented by the Randolph Region Transportati(
Study Group. All approved.
K. Fred Niemietz (Sig Swenson) made a motion that a $50. deposit be made
by anyone wishing to buy bulk water from the city and use the fire
hydrant due to the possibility of the connections being lost and some-
one not paying. All approved.

L. A new (used) police patrol car for the police department was dis-
cussed. The State Highway Patrol ears will be sold soon.-The
possibility of finding one suitable for Cibolo at a cost of approx.
�." $1700. was discussed. The Schertz Police Dept. will be attending
the sale with a mechanic to inspect the cars. Police Chief Marin
could go with the Schertz Police Dept.
Sig Swenson (Gerald Thurman) mewed the City purchase another patrol
car at this sale with Police Chief Marin selecting the vehicle.
All approved.(This will depend of course on whether or not there is
a vehicle suitable. )
M. The St. Jude's Childrens Hospital Bike-A-Thon was discussed. Chief
Marin is co-ordinator for the local Bike-A-Thon. He is requesting
permission to divert traffic off F.M. 1103 at the intersection of
F.M. 1103 and N. Main and re-routing -traffic down Main St. to F.M. 78,
thereby closing off the F.M. 1103 by-pass. This would enable the
Bike-A-Thon to travel from Dobie Middle School on Borgfeld Road to
the Security Mini-Storage on F.M. 1103 without having to contend with
traffic on the by-pass. The definite route will be determined later.
The Bike-A-Thon is set for Sept. 19.
6. BILLS TO BE APPROVED: Fred Niemietz (Marge Smith) moved the bills be approved
for payment. All approved.
7. ADJOURNMENT: 9:10 p.m. The Council entered executive session, for the purpose of
discussing salaries.
8. RE-CONVENE: . The Council re-convened at 9:40 p.m.
A. Fred Niemietz (Marge Smith) made a motion that employee David Johnson
be given a raise from $3.75 to $4.00 per hour as agreed upon when he
was hired. All approved.
B. Marge Smith (Jo Nirider) made a motion that City Secretary Barbara
Glenewinkel be paid $10.00 per meeting for all meetings other than
regular council meetings and court session. All approved.
9. ADJOURNMENT: 9:50 p.m.
