Min CC 08/20/1981 CIBOLO CITY COUNCIL MINUTES AUGUST 20, 1981 1 . CALL TO ORDER: 7:00 P.M. 2. QUORUM CHECK: Mayor Ed Ling, Councilmembers Nirider, Smith, Niemietz, Swenson and Thurman; City Bookkeeper Gladys Pfeil; Asst. Iva Amacker; Police Chief Jeronimo Marin; and Barbara Glenewinkel, City Secretary. 3. INVOCA.TION: Ed Ling 4. MINUTES: Marge Smith (Fred Niemietz) moved the Minutes of the August 6 Public Hearing and the August 6 Council Meeting be approved as read. All approved. 5:- OLD BUSINESS: --- A. Cibolo Creek Municipal Authority;sewer line on property along Town Creek was discussed. �" The property belongs to Watson, Flannery and Steves, (8103 Broadway, San Antonio, Tx 78209) and has been leased for agricultural purposes. Manhole covers and rings along the=-_-sewer-line have been damaged. Fred Niemietz reported 4 manholes had been damaged but when and how he is unable to determine. He reported one had been repaired. The smoke test -,on the line was again discussed. Mayor Ling reported the Engineer Bill Mullen will give an estimated cost on the test. The city will use city employees to help conduct the test . Fred Niemietz (Sig Swenson) made a motion that the smoke test be done if the cost is between $1 ,000.00 and $1500.00 . All approved. B. An update on the Farmers Home Adm. Loan of $100,000 was given. The pre-application forms were prepared by Pat Wright of Garcia and Wright (407 W.- Rhapsody, San Antonio, Tx. 78216) ; signed by Mayor Ling on 8/18/81 and forwarded by Garcia & Wright to Farmers Home Adm. in Seguin and Alamo Area Council of Governments in San Antonio . City Financial Advisor Tom Anderlitch stated to Mayor Ling that he feels the city qualifies for this loan and stands a good chance of receiving it but possibly not as early as September as hoped. C. Ms. Jo Nirider had asked that drainage be put on the agenda for discussion. She stated she had been under the impression that more grading on the drainage ditches was necessary for the water to drain properly. The ditches along the streets running into N. Main and Schlather were bladed in June and North Main St . ditches were bladed in June, but since then no further cleaning of ditches had been scheduled. 1 . Fred Niemietz (Marge Smith) made a motion that T & F Construction be contracted to clean ditches on city property on Bee Alley, Werner St., East end of Santa Clara, North end of Lamar and Rawe St. All Approved. 2. Sig Swenson (Fred Niemietz) made a motion that a limit of approximately $1 ,000.00 be set for the maintenance work on the named streets . D. Cibolo Cookbook - The Cibolo Cookbook reprint was again discussed. Sandy Schlather had been by City Hall to say she could not find the original drawings that had been used in the cookbook. Mrs . Schlather suggested asking the art class at Dobie Middle School to use the cookbook as a model and re-draw the drawings . The council approved • the suggestion. Mrs. Schlather has said she will contact Mrs . Haxton, art teacher at Dobie about the class doing this as a class project. E. A new police car was discussed again. Sig Swenson requested tin: to check on prices of cars. He asked that the police car be put on the agenda for September 3. F. 1981 -82 Budget v Marge Smith (Jo Nirider) made a motion the proposed budget for 1981 - 82 be adopted. The budget totals $167,1 o6.00. G. The routes of water lines was discussed. The opinion of the Planning and Zoning Commission was suggested. The possibility of a road going north was discussed. Mayor Ling will contact Lewis Borgfeld about right-of- way through his property at the end of N. Main. H. A workshop was tentatively set for August 31 , 1981 at 7:00 P.M. for all persons interested in a Civil Defense plan for the city. Speeding trains with dangerous chemicals derailing in town had been a concern of the council for quite some time. The Civil Defense plan would cover not only train derailments, but other disaster, natural or man-made. 6. BILLS TO BE APPROVED: Jo Nirider (Marge Smith) moved the bills be approved for payment.
