Min CC 09/03/1981 CIBOLO CITY COUNCIL MINUTES SEPTEMBER 3',. 1981 1 . CALL TO ORDER: 7:00 P.M. 2. QUORUM CHECK: Mayor Ed Ling, Councilmembers; Nirider, Niemietz, Swenson and Thurman; Asst Iva Amacker; Chief of Police Jeronimo Marin, Jr.; Andrew Tolle, Building Inspector; and Barbara Glenewinkel, City Secretary. 3. INVOCATION: Ed Ling 4. MINUTES: Fred Niemietz (Jo Nirider) made a motion the minutes of the Aug. 20, 1981 Public Hearing on the Proposed Budget for 1981 -92 and the Aug. 20, 1981 Regular City Council Meeting be approved as read. All approved. NEW BUSINESS A. Ralph Castilla, representing Ismael Carrion, attended the Council meeting. Mr. Carrion is requesting a mobile home permit for property on Haeckerville Road (and in the city limits) that he is interested in buying. The property is owned by T. E. Tabor. Mr. Castilla was told to tell Mr. Carrion that the Council would like to discuss with him the plans he has for the property. There was also the question as to how the property is zoned. According to the ordinance map it is now zoned pre- development. Gerald Thurman (Fred Niemietz) moved the matter be tabled until the next meeting when Mr. Carrion could attend himself. All approved. B . Dieter Karkut of 114 Bramblewood Circle asked the Council for permission to widen his driveway. This is in violation of the Subdivision Ordinance. The water lines running along the driveway from the meter to the house would be covered if he were allowed to widen the driveway. The Council expressed concern over the possibility of meter damage and water run off on to neighbor's property. It was suggested that gravel be used instead of concrete. After a discussion on different solutions to the problem it was decided to allow Mr. Karkut to widen driveway so long as city property was not covered by concrete. Sig Swenson (Gerald Thurman) made a motion that Dieter Karkut be granted permission to widen his driveway at 111 Bramblewood Circle by using gravel around water meter and putting a curb around gravel; and starting concrete at the edge of his property and not on 10 ft . city easement; and requiring him to obtain a permit from city. All approved. C. Street Drainage. A lengthy discussion on the recurring drainage problem in parts of Cibolo was held between the Council and Andrew Tolle. Mr. Tolle -had been asked to shoot grades in order to determine. the best possible way to alleviate the flooding; he stated the solution would be to start at the lowest point and work to the highest point, in other words; start on Santa Clara St., and curb and gutter it so the water has a place to go . There is no need in getting the water out of the other areas at a greater rate of speed and collecting it there, it would only make matters worse. There's 55 inches of drop between the center of RR track (0') and end of Santa Clara St. and 48" drop from Bowling Alley back up N. Main. There's 8" drop from Fomme's Driveway to Santa Clara. Different grades were discussed (and are recorded for future reference) . A possible dip in Main St . was also discussed. Sig Swenson (Fred Niemietz) made the motion that Andrew Tolle (whenever equipment is available) clean up Bee Alley, Werner St., (eliminate Rawe St. from previous council motion) and leave East end of Santa Clara and West end of Lamar St . to the discretion of Andrew Tolle. All approved. D. Weed Killer. A weed killer was discussed for use in the park and different areas of town. Barbara was instructed to call the State Hwy. Dept . about the weed killer used on state highways . (This was done - Roundup is used by the state.) E. A letter from Texas Municipal League concerning the Southwestern Bell Rate Increase was read. The council decided to join the rate increase fight by contributing 31-,-¢ per capita (549) as requested by TML. F. Annexation Public Hearing Ordinance . Mayor Ling read Ordinance #287 establishing a public hearing October 1 , 1981 at 6:30 P.M. on the proposed annexation of 46.074 acres of land adjacent to the Orth property running East . Sig Swenson (Gerald Thurman) made a motion Ordinance #287 establishing a Public Hearing on proposed annexation for 6:30 P.M. October 1 , 1981 in City Hall, Cibolo, Texas be approved. All approved. G. Andrew Tolle requested permission from the Council to lay water and sewer lines in Schneider Industrial Park from existing lines on Schneider Drive to property owned by TDS Joint Venture. Mr. Tolle had a map showing plans to lay lines from mini-storage to connect with lines at Age Box Co . Mr. Tolle would not do the inspecting on the lines due to conflict of interest but Howard Gaddis could do the inspecting. Gerald Thurman (Fred Niemietz) made a motion the Council approve the plat and in accordance with City ordinances that a manhole be put in and the easement and lines be dedicated to City. All approved. H. Mr. Tolle was also requesting a permit to place a mobile home on the property in Schneider Industrial Park owned by T.D.S. Joint Venture. The purpose of the trailer home would be for a caretaker's residence for the Mini-Storage Business located there. Sig Swenson(Fred Niemietz) made a motion the Mobile Home permit be granted to T.D.S. Joint Venture. All approved. I. T.&F. Construction is interested in buying property on N.E. 'comer of North Main and F.M. 1103 in order to expand their business . The problem of water and sewer lines being laid to the property was discussed. The possibility of T.&F. Construction generating city sales tax and being reimbursed for the lines in the same manner as Timber Tech, Inc. was done was suggested. Sig Swenson suggested a 5 yr. limit on the laying of the sewer lines. Mr. Tolle stated he had a partner to confer with and he was .; trying to get an opinion from the Council concerning the water and sewer lines . No decision was made. J. Mayor Lang read a letter from C.P. Vaughan of Vaughan Co ., Inc. formally dedicating the streets, paving, water lines and sewer lines in Cibolo North Unit 1 . Fred Niemietz (Sig Swenson) made a motion to accept the streets and water and sewer lines in Cibolo North Unit 1 . All approved. K. Krahn Lane Closing was discussed. It was decided that Fred Niemietz would contact Otto Krickhahn to -see if he had any objections to the city closing the lane . L. The proposed water line was discussed. Alternate routes were viewed and a combination of Routes 1 and 6 were considered as the best possible route. No formal action was taken. M. A new contract from T. & F. Construction 'was brought before the Council. This is for work done for the City. Sig Swenson (Gerald Thurman) moved the T.& F. Construction contract be approved. All approved. N. Sig Swenson (Gerald Thurman) moved the contract between the City of Cibolo and C.C.M.A. concerning the sewer treatment for Schneider Industrial Park be extended. All approved. 0. The new Police Car was discussed with Sig Swenson being told to ask for bids .from several car dealers. It was decided a Special Meeting be held if necessary on Tuesday, Sept 15 - at 5:00. P. Jo Nirider (Sig Swenson) made a motion the Council approve the SAFES proposed budgeting plan. All approved. 6. BILLS TO BE APPROVED: _ Jo Nirider (Sig Swenson) moved the bills be approved.
