1. CALL TO ORDER: 7:00 p.m.
2. QUORUM CHECK: Mayor Ling, Councilmembers Nirider, Niemietz, Thurman, Smith,
Swenson; Asst Iva Amacker; Chief of Police Marin; and Barbara
Glenewinkel, City Secretary.
3. INVOCATION: Mayor Ling
4. MINUTES: Fred Niemietz (Jo Nirider) approved the minutes of the Sept.
3,1981 Council Meeting with stipulated corrections:
G. Gerald Thurman(Fred Niemietz) made a motion the Council
approved the plat as presented and if the lines are
ever to be dedicated to the city, manholes will be added
in accordance with the City ordinance and an easement
along with the lines will be dedicated to the city.
I. The property T. &. F. Construction is interested in buying
is North of the Northeast corner of N. Main St. and F.M.
1103 rather than the corner as stated.
J. Fred Niemietz (Sig Swenson) made a motion to accept the
streets and water & sewer lines in Cibolo North Unit 1
subject to minor corrections that the developer is
aware of.
5. OLD BUSINESS:
A. Ismael Carrion (P.O. Box 2006, Vniversal City Tx.78148)
attended the council meeting to request a special mobile
home permit for a piece of property he is interested in
buying on Haeckerville Rd. Mr. Carrion is the owner of
two rent houses on Haeckerville Rd. and the Council
questioned him on his intentions concerning this property.
Mr. Carrion had been granted permission to move these 2
houses into the trailer park with the stipulation that
they be made presentable. This has not been done and the
Council was concerned that he may say he would build a nice
business and put a trailer home on the property and then
not carry through. Mr. Carrion stated that the reason his
2 rent houses had not been finished was due to some problems
he had had since moving them in. It was brought out to Mr.
Carrion that the property in question is in the 100 year
flood plain. Mr. Cprrion was asked if he would be willing
to donate 25' of property along Country Lane for a drainage
ditch and he stated he saw no problem with that.
Mr. C,rrion also stated he could not say exactly how many
years he would be asking to have the trailer home on the
property before building a home.
Mayor Ling summed it up by ztating that dt this point in
time Mr. Carrion is asking carte blanche and the Council
is not willing to grant that and that Mr. Carrion will have
to do more convincing before the Council will agree.
Mr. Carrion left, saying he would get more information on
the flood plain from City Hall and decide if he wanted to
pursue the matter further.
B. Fred & Louise Wiedner attended the meeting to request a
mobile home pemmit. They own a large lot in Cibolo on
Main St. and wish to put a mobile home on the back portion. .
The Council stated they knew that the Wiedners would put a
very nice trailer there and keep it in good condition, but
they felt they should abide by the city's ordinances con-
cerning mobile homes and not grant the request..
Fred Niemietz (Marge Smith) made a motion the mobile home
request made by Fred Wiedner be denied. All approved.
Q.The Council discussed the status of the Farmer's Home Adm.
Loan pre-application. The loan pre-application form has
been reviewed by A.A.C.O.G. . (The city sec. has since re-
ceived a letter stating the application form has been sent
to the F.H.A. s6g-le (1irectors office in Temple,Tx.)
The City financial advisor, Tom Anderlitch, has suggested
the improvements be funded through $275,000. Revenue Bonds
and $125,000. Tax Bonds.

D. Andy Anderson of the Soil Conservation Service in Seguin
met with Mayor Ling and they discussed the elevation map
done by S.C.S. Fred Niemietz suggested Andrew Tolle look
at the elevation map done by S.C .S. before Bill Mullen,
engineer, is contacted.
f E. Police Car - Chief Marin reported on the pol162e car auction
he attended in Austin, Tx. on Sept. 14. He had chosen a 1979
Chrysler Newport with 68,000 miles. on it. It is in good
condition. A mechanic from Schertz Police Dept. Jack Morris
went with Chief Marin and some members of the Schertz Police
Dept. and he inspected the cars for sale.
Gerald Thurman (Jo Nirider) made a motion the police car be
purchased as previously discussed. All approved.
F. The City Council decided to ask the firm of Robert Koennecke,
Public Acct. to audit the city books again this ,year.
Fred Niemietz (Gerald Thurman) made the motion that the firm
of Robert Koennecke, Public Accountant, be engaged to audit
the books for the city for the year of 1980-1981.
All approved.
G. The council set Oct. 5,1981 at 5:30 p.m. to hold a special
meeting to adopt the 1981 tax rate.
H. Jo Nirider (Sig Swenson) made a motion that Barbara Glene-
winkel and Iva Amacker attend the tax school beginning
Sept. 28,1981 at Texas Lutheran College in Seguin.
All approved.
6. BILLS TO BE APPROVED- Fred Niemietz (Sig Swenson) moved the bills be approved
for payment. All approved.
7. ADJOURNMENT: The meeting was adjourned at 10:00 p.m. by Mayor Ling.
