2. QUORUM CHECK: Mayor Ling, Councilmembers: Nirider, Niemietz, Swenson
and Thurman; Chief of Police Jeronimo Marin, Asst Iva
Amacker, and Barbara Glenewinkel, City Secretary.
3 . INVOCATION: Mayor Ed Ling
4. MINUTES: The Minutes of the October 1 Council Meeting were
approved as read.
5. COUNCIL VISITORS: Keith Taylor, Daniel Douglas, Nick Vizzone and Robert
Mays, Members of the Government Class at Samuel Clemens.

During the month of July 17 - August 17 her water meter
registered 32,630 gallons. Ms Letbetter contends she
did not and could not have used this amount of water.
Ms . Letbetter felt the meter was at fault (possibly struck
by lightening) with something causing a temporary speed up.
She stated she had checked the faucets and commode
and could find nothing at fault. Councilwoman Nirider
said she thought the Council could not afford to make
an exception and the meter showed the water had gone
through it. Councilman Niemietz agreed with her.
Councilman Swenson stated water meters will go slower
but not faster. The Council all agreed that the bill
was due and no late charges would be added and Ms.
Letbetter would be allowed to pay it off in installments.
If the meter proves to be defective through further
checking, her overcharge will be refunded.
B. Mrs. Kitty Armstrong attended the Council to request
permission to put a sign in her front yard with only
her name on it. Mrs. Armstrong is in the lapidary
business but by appointment only and would like the
sign so that people would be able to locate her home
in Green Valley Trailer Park.
Jo Nirider (Sig Swenson) moved Mrs. Armstrong be
granted permission to put a sign in her yard with
her name "Kitty" on it . All approved.
- C. Drainage in the Green Valley Trailer Park was
discussed. Mrs . Armstrong and Mrs. Salisbury of the
park expressed their aggravation of the rain water that floods
their yards and road. They were informed that the city
was aware of the problem and was working with the Soil
Conservation Service and County Commissioner Ackerman
to see what Gould be done about the problem.
D. The Annexation Ordinance No. _ was read for the
second time by Mayor Ling.
E. Children playing on City streets was a subject brought
to the Council's attention by Ms. Nirider. She is
concerned with the safety of the children who continually
play ball in the streets where most of the traffic is, in
particular, North Main St. Police Chief Marin has
warned the children and stated he will talk to the parents
about the matter. Barbara was told to put an article
in the next Newsletter concerning this .

F . The Council was told of Supt. Block's request that
the Council meet with the School Board on November 10
at 7:00 P.M. at the Schertz Municipal Office Bldg.
The Council felt every member should attend if possible.
G. Speeding trains through town were discussed. The
possibility of a derailment is a concern of the Council.
Converse has an ordinance regulating the speed of
trains. (Converse has been contacted and has given
the city a copy of ordinance.)
H. Mayor Ling stated he would look into the prices of a
pickup truck for the city due to the condition of the
present one.
I. Tampering with the water meter was brought up by
Councilman Niemietz. Mr. Niemietz asked that an
article on this be included in the next newsletter.
- Tampering with water meter is a violation
of City Ord. #273 and punishable by a fine up to
$200.00.

8. ADJOURNMENT: Sig Swenson (Gerald Thurman) moved the meeting be
adjouned at 8:50 P.M. All approved.
