Min CC 09/02/1982 CITY OF CIBOLO MINUTES OF CITY COUNCIL MEETING SEPTEMBER 21 1982 1. CALL TO ORDER: 7:00 P.M. Mayor Ed Ling 2. QUORUM CHECK: Mayor Ed Ling, Councilmembers: Jo Nirider, Marge Smith, Fred Niemietz, Sig Swenson, Bill Little; City Attorney Larry Brockman; City Secretary Iva Anacker 3. INVOCATION: Mayor Ed Ling 4. MINUTES: Marge Smith (Jo Nirider) moved we accept minutes of regular Council Meeting 19 Aug 82, Special Budget Workshop, 23 Aug 82 and Special City Council., 24 Aug 82. ALL approved. 5. CITIZENS TO BE HEARD: Mr. George Milligan and Mr. Sam Bauder complimented the Council on the good job they are doing. 6. OLD BUSINESS: A. Identification Stickers Bill Little (Sig Swenson) made the motion that we purchase 15_000 stickers with Buffalo for identification numbered consecutively. ALL approved. B. Drainage Easement Mr. Brockman gave status of easement. Owners of property have requested three changes: (1 ) If work is not commenced within one year, then we lose the easement. (2) If they develops they would like permission to redesign the easement at -�hPr own cost and according to City of Cibolo specifications. (3) Temporary construction easement will expire upon acceptance of easement by the City. Fred Niemietz questioned the easement by the Bowling Alley and was informed by Mr. Tolle that inasmuch as the flow by th e Bowling Alley is a natural flow we will not need an easement. Bill Little (Fred Niemietz) made a motion that the three changes be approved . All approved. 7. NEW BUSINESS: A. City Administrator (1) Marge Smith (Jo Nirider) moved we establish position of City Administrator. All approved. (2) Marge Smith (Jo Nirider) made motion we advertise in October issue of TML magazine (applications to close 30 Nov.) That we advertise in local papers on weekends during the month of November. All approved. B. St James Hospital Ronald Disney, Representative of St. James Hospital, appeared to explain about the proposed hospital, requesting that we issue a resolution in support of this hospital. Page 2 - CC Minutes Sep 2, 82 Jo Nirider (Marge Smith) requested the matter be tabled until the September 16, 1982 meeting. Discussion. followed. Jo Nirider and Marge Smith voted FOR. Fred Niemietz, Sig Swenson and Bill Little OPPOSED. Sig Swenson (Fred Niemietz) made the motion to pass resolution supporting St. James Hospital. FOR: Sig Swenson, Bill Little, Fred Niem.ietz, Marge Smith. OPPOSED: Jo Nirider. C. Appointment of PU Membe r Bill Little (Marge Smith) moved that appointment of member to Planning and Zoning be tabled until September 16, 1982 Council Meeting. All approved. D. Parades (1) Jo Nirider will attend Converse parade on October 2, 1982. (2) Mayor Ling will attend Marion parade. 8. BILLS TO BE PAID: Marge Smith (Bill Little) moved bills be approved for payment. All approved. 9. EXECUTIVE SESSION: Pursuant to ART 6252-17, Sec 2 (g) - Review applications relative-to hiring police help. 10.
