1. CALL TO ORDER: 7 p.m. Mayor Edward Ling
2. INVOCATION: Jo Nirider, Councilmember

3. QUORUM CHECK: Mayor Ling; Councilmembers: Smith, Little, Swenson, Nirider, Niemietz;
Attorney Larry Brockman; Chief of Police Jerry Marin; Clerk Iva Amacker;
and Barbara Glenewi.nkel, City Secretary.
4. MINUTES: Marge Smith (Fred Niemietz) moved the minutes of the June 17, 1982 meeting
be approved as read. All approved.
5. OLD BUSINESS:
A. Street Paving/Drainage
Fred Niemietz (Bill Little) made the motion that the subject of
street paving and drainage be tabled until easement is acquired on
property in the process of being sold by Watson,Steves & Flannery.
All approved.
Fred Niemeitz presented questions of Andrew Tolle's pertaining to
drainage and paving work. They are:
1. What is to be done about drainage on all side streets?
2 . If drainage is corrected, what about existing drives?
3 . If drives are redone, will they be by new ordinance as passed?
4. Who will trim trees, etc . so contractor can work on some streets?
5. Who lowers water main at N. Main & Santa Clara?
6. Who lowers water services?
7 . Who lowers sewer services?
8. Who lowers gas lines?
9. Who lowers gas services?
B. Reinbursements
Bill Little (Sig Swenson) made the motion that the monthly re-
inbursement s given to Councilman Niemietz be concelled as of
Julyl, 1982 . Motion passed with Fred Niemietz abstaining.
C. The question of whether or not to have Vernon McKaskle build a
fence on the residential sides of A-1 Transmission was discussed.
Mr. McKaskle stated he would donate the $715.00 estimate on the
fence to the City to be used however it sees fit if it was found
that the neighbors do not want the fence.
He stated that the neighbors do not want anything to obstruct the
breeze.
The Council wants an opinion in writing from the neighbors as to
how they feel about the fence.
6. NEW BUSINESS:
A. Speed Limits
Bill Little (Marge Smith) made the motion that the City streets have
a maximum speed limit of 20 MPH unless otherwise posted with signs
posted on each entrance to the City. All approved.
B. A general discussion on the safety of Marvin Remmler having a veg-
etable stand under the tree on the curve on F .M. 78 between Pecan
and South Sts. was held. The Police Chief was instructed to look
into the matter.:_
C. Thb ! letter from Schertz concerning the dog pound at Schertz was
briefly discussed. The Mayor will contact Schertz on the matter.
Minutes, July 1, 1982 continued. . .. .
D. Enlargement of Bluebonnet Haven Nursing Home was discussed. The
Council stated that if -all of the cottages are owned by the Haven
then it does not constitute subdividing. If however, they intend
to eell cottages, then it does constitute subdividing and would
have to be brought to the Planning & Zoning Board.
E. Green Valley Trailer Park deed restrictions were discussed, in
particular the Carreon rent houses on Haeckurville Rodd. Mr.
Brockman stated that the City could request the houses be brought
up to the standard code and if it did not meet requirements, the
the lawyer could send a letter to Carreon quoting restrictions stated
in minutes of June 21, 1979•
F. Sewer connection repairs were discussed. The Uniform Plumbing Code
can be used to enforce compliance.- The ho use discussed in part-
icular is owned by Wayne Tipton. The gas company and electric com-
pany will be informed of sewer system leak and be requested that no
utility services be given until City Hall is contacted concerning
repairs.
7. BILLS TO BE APPROVED:
Fred Niemietz (Bill Little) made the motion that the bills be
approved for payment. All approved.

5. The fifty (50) mile per hour speed limitwill prevail on the

8. School Zone Speed Limits:
It shall be unlawful for any person to drive or operate any motor
vehicle at a rate of speed in excess of twenty (20) miles per hour
within a School Zone or within 100 feet of a School Crossing Zone I
on any day of the regular term or any special or summer term
between the hours of 7:00 A.M. and 4:00 P.M. �
