MAIN February 9, 2016 6:30 P.M. MINUTES 1. Call to Order—Mayor Dunn called the meeting to order at 6:30pm. 2. Roll Call and Excused Absences— Council Present: Mayor Dunn, Councilwoman Schultes, Councilman Garrett, Councilwoman Gebhardt, Councilman Doty, Councilman Russell, Councilman Hogue and Councilman Weber; Staff Present: City Manager Herrera, City Attorney Zech, City Secretary Cimics, Finance Director Miranda, ED .Director Luft, Engineering and Planning Director Klein, Police Chief Cox, Fire Chief Niemietz, Public Works Director Fousse and City Planner Gonzalez. 3. Invocation—Councilman Russell gave the invocation. 4. Pledge of Allegiance—All in attendance recited the Pledge of Allegiance. 5. Citizens to be Heard— This is the only time during the Council Meeting that-a citizen can address the City Council. It is the opportunity for visitors and guests to address the City Council on any issue to include agenda items. All visitors wishing to speak must fill out a"Citizens to be Heard" Form prior to the start of the meeting. City Council may not debate any non-agenda issue,nor may any action be taken on any non-agenda issue at this time, however, City Council may present any factual response to items brought up by citizens. The following citizens signed up to be heard: Steve Liparoto gave an update on Canyon Regional Water Authority. Maggie Titterington from the Chamber gave an update on upcoming events. Pat Real stated that he would like the council to consider not annexing him into the city. Carol Buell gave an update on the.Cibolo Barbecue. Dave Young spoke to council on his non-annexation agreement and not wishing to be annex into the city at this time. 6. Consent Agenda—Consent Items (General Items) (All items listed below are considered to be routine and non-controversial by the council and will be approved by one motion. There will be no separate discussion of these items unless a Council member so requests, in which case the item will be removed from the consent agenda and will be considered as part of the order of business.) 1 A. Approval of the minutes of the City Council Workshop held on January 26, 2016. B. Approval of the minutes of the Regular City Council Meeting held on January 26,2016. Councilman Garrett made the motion to approve the consent agenda. Motion was seconded by Councilman Weber. For: Council Members: Schultes, Garrett, Gebhardt, Doty, Russell, Hogue and Weber; Against:None. Motion carried 7 to 0. 7. Presentation A. Recognizing Sergeant Nipper for his ten years of service to the Cibolo Police Department and the City of Cibolo. City Manager Herrera stated that Sergeant Nipper was unable to be present but did give the service award to Chief Cox to present to Sergeant Nipper at the next Police Officer Meeting. 8. Staff Updates/Discussion A. Fire Department B. Court Department C. Engineering and Planning Department D. Administration Tonya Fullenwider Court Clerk gave an update on the Court Department for the month of January 2016. 9. Discussion/Action Items A. Discussion/Action on the review and confirmation of all upcoming special meetings and workshops and scheduling the time, date, and place of additional special meetings or workshops. Council went over the calendars for February and March 2016. Everyone was reminded of the Ethics Training scheduled for February 17 at 6:30 pm and February 20 at 9:00 am followed by a Council Workshop at 10:00 am. 10. Ordinance A. Approval/Disapproval of an ordinance amending the Code of Ethics and Conduct for the City of Cibolo, Texas. Councilman Doty made the motion to approve the ordinance amending the Codd of Ethics and Conduct for the City of Cibolo, Texas. Motion was seconded by Councilwoman Gebhardt. For: Council Members: Schultes, Garrett, Gebhardt, Doty, Russell, Hogue and Weber; Against:None. Motion carried 7 to 0. 2 B. Approval/Disapproval of an ordinance providing for the extension of the city limits .by the annexation of land generally located south of Schaeffer Road, and west of Haeckerville Road, containing 839± acres, and contiguous to the City of Cibolo corporate limits; granting to all future inhabitants of said land all of the rights and privileges of other citizens and binding said future inhabitants by all of the acts, ordinances, resolutions and regulations of the City. Councilman Doty made the motion to approve the ordinance providing for the extension of the city limits by the annexation of land generally located south of Schaeffer Road, and west of Haeckerville Road, containing 839± acres, and contiguous to the City of Cibolo corporate limits; granting to all future inhabitants of said land all of the rights and privileges of other citizens and binding said future inhabitants by all of the acts, ordinances, resolutions and regulations of the City. Motion was seconded by Councilman Hogue. . For: Council Members: Schultes, Garrett, Gebhardt,Doty, Russell, Hogue and Weber; Against: None. Motion carried 7 to 0. C. Approval/Disapproval of an ordinance providing for the extension of the city limits by the annexation of land generally located 800 feet northeast of the intersection of Cibolo .Valley Drive and Green Valley Road, containing 29f acres, and contiguous to the City of Cibolo corporate limits; granting to all future inhabitants of said land all of the rights and privileges of other citizens and binding said future inhabitants by all of the acts, ordinances,resolutions and regulations of the City. Councilman Doty made the motion to approve the ordinance providing for the extension of the city limits by the annexation of land generally located 800 feet northeast of the intersection of Cibolo Valley Drive and Green.Valley Road, containing 29± acres, and contiguous to the City of Cibolo corporate limits; granting to all future inhabitants of said land all of the rights and privileges of other citizens and binding said future inhabitants by all of the acts, ordinances, resolutions and regulations of the City. Motion was seconded by Councilwoman Schultes. For: Council Members: Weber, Hogue,Russell, Doty, Gebhardt, Garrett and Schultes; Against: None. Motion carried 7 to 0. D. Approval/Disapproval of an ordinance providing for the extension of the city limits by the annexation of land generally located south of Interstate Highway 10 and west of Linne Street, containing 140± acres, and contiguous to the City of Cibolo corporate limits; granting to all future inhabitants of said land all of the acts, ordinances, resolutions and regulations of the City. Councilman Doty made the motion to approve the ordinance providing for the extension of the city limits by the annexation of land generally located south of Interstate Highway 10 and west of Linne Street, containing-140± acres, and contiguous to the City of Cibolo corporate limits; granting to all future inhabitants of said land all of the acts, ordinances,resolutions and regulations of the City. Motion was seconded by Councilman Hogue. For: Council Members: Weber, Hogue, Russell, Doty, Gebhardt, Garrett and Schultes; Against:None. Motion carried 7 to 0. 11. Adjournment Councilman Hogue made the motion to adjourn the meeting at 7:10 pm. Motion was seconded by Councilman Garrett. For: All;Against:None.
