Min CC 03/18/1982 CIBOLO CITY COUNCIL MEETING MARCH 18, 1982 1 . CALL TO ORDER: MAYOR PRO TEM SIG SWENSON 2 . QUORUM CHECK: Mayor Pro Tem Sig Swenson, Council-members: Nirider, Smith, Niemietz, Thurman, Chief of Police Jerry Marin and Barbara Glenewi kel, City Secreta!;y. 3. VISITORS: Commissioner M. Ackerman and wife Rose, Miguel Troncosa Rev. Whitcomb 4. INVOCATION: Jo Nirider 5. MINUTES: Marge Smith (Jo Nirider) moved the minutes of the March 4. 1982 meeting be approved. All approved. 6. NEW BUSINESS: A. Millard Creamer representing the Tri-County Church League attended the Council Meeting to discuss helping the city do maintenance work on the ball field and also help in the building or purchasing of bleachers. The seating at the park now is all on the ground and the fire ants are a problem. Mr. Creamer also stated they would like to build a new scoreboard. It was decided that Mr. Creamer consult with Fred Niemietz on matters concerning the park. B. Fire Ant Poison was discussed. Mr. Ackermann said the County would have fire ant poison available in April. Barbara was instructed to contact the County Agent about a supply for the park. C. A plaque from the South Texas Regional Blood Bank to Cibolo was read by Mayor Pro Tem Swenson. The blood bank had requested that the plaque be displayed at St. Paul's United Church of Christ due to the fact that the church-conducts blood drives during the year. Pastor Whitcomb was given the "Plaque . D. Election Pay. Marge Smith (Fred Niemietz) moved the election judges be paid $4.00 per hour. All approved. E. Rev. Tom Whitcomb asked the Council for the reasoning behind the church being charged commercial rates for water and sewer. The matter was tabled until a later date. F. Fred Niemietz presented his request to the Council for permission to build restrooms at the City Park. The budget update showed $1 ,000 allocated for capitol improvements on the park. Mr. Niemietz stated an estimate of approximately $6,000 was given for the project. He stated he has $3,000 of park funds and asked the Council to match that amount to fund the project. Marge Smith (Jo Nirider) moved the Council furnish up to $3,000 to help finance the project. All approved with Niemietz abstaining. 7. BILLS TO BE APPROVED: Jo Nirider (Fred Niemietz) moved the bills be approved for payment. 8. ADJOURNMENT: Gerald Thurman (Marge Smith) moved the meeting be adjourned at 8:45 P.M. All approved.
