Min CC 01/25/1982 - Joint Meeting JOINT CITY COUNCIL - PLANNING & ZONING BOARD MEETING- JANUARY 25, 1982
A joint meeting between the City Council and the Cibolo Planning & Zoning Board
was held after the public hearing at 7:00 p.m. in City Hall.
1. Call to Order: Mayor Ed Ding
2 . Quorum Check: Council: Mayor Ed Ling, Councilmembers Nirider, Smith, Niemietz,
Swenson and Thurman
Planning & Zoning Board: Chm. Claude Smith, Members: Kenneth.
Nichols, E.C. Wiederstein, Lewis Borgfeld.
3 . Business at Hand: Chm Claude Smith explained the reasoning behind the P. & Z .
decision to request the Council -deny the rezoning request of Vernon
McKaskle. He stated that the P. & Z . Board felt that rezoning=-the
property in a residential--area did not go along with the plans
of the City; that the commercial area should be separate from the
residential and should not infringe upon residential. Thp.y felt
that residential houses should not have a business across the
street nn a residential street. The P. & Z . Board had just recently
finished work on a new zoning map that they have presented to the
city for possible adoption.
Mayor Ling called for both the council and the planning board to
vote in the re-zoning request.
A. Planning & Zoning Board Voting
Lewis Borgfeld made a motion the P. & Z . Board request the Council
rezone the property from residential to commercial. The motion
died due to lack of a second.
Kenneth Nichols (E.C. Wiederstein) made a motion that the council
deny the request of rezoning from residential to commercial.
Motion passed with Nichols, Wiederstein, Smith voting in favor of
the denial and Borgfeld voting against. (3-1)

B. Council Voting
Josie Nirider (Sig Swenson) made a motion the council disapprove the
P. & Z. recommendation and that the property be rezoned commercial.
Motion passed with Nirider, Smith, Swenson & Thurman voting for
the motion and Niemeitz voting against . (4-1)
Josie Nirider (Sig Swenson) made a motion to amend the previous
motion to -include the:�_fo llo wiring stipulations:
1) No work after 8 P.M. or before 7 A.M.
2) A privacy .fenc.e be installed to separate residential area.
Motion passed with Nirider,. Smith, Swenson & Thurman voting in ,
favor of motion and Niemietz voting against. (4-1)
4. Adjournment: Mayor Ed Ling adjourned the joint meeting at 7:40 p.m.
