1 . CALL TO ORDER: 8:50 P.M. Mayor Ed Ling
2. QUORUM CHECK: Mayor Ling, Councilmembers: Smith, Nirider, Swenson, Thurman,
& Niemietz, Police Chief Jeronimo Marin, City Secretary

3. MINUTES: Marge Smith (Sig Swenson) moved the minutes of the previous
council meeting be approved. All approved.
4. NEW BUSINESS:
A. SOUTHERN PACIFIC RR ORDINANCE
A discussion was held on the request by Southern Pacific RR
to rescind the Train Speed Ordinance. After much discussion it
was brought to a vote .
(1 ) Fred Niemietz (Jo Nirider) made a motion the Council rescind
the train speed limit ordinance #290. Motion failed to pass
by a 3-2 vote. Nirider and Niemietz voted for the motion;
Smith, Swenson and Thurman against motion.
(2) Sig Swenson (Gerald Thurman), made a motion to Amend Ord'#290
to read 55 MPH maximum speed on�all trains rather than 45 MPH.
Motion passed by a 3-2 vote: Smith, Swenson and Thurman voting in
favor of motion; Nirider and Niemietz voting against .
B. A discussion was held on the future zoning of Ruben's Auto Repair
on Lamar (Santa Clara) St. The property is for sale and neighbors
are concerned that another garage will be opened'there. The
Council instructed Barbara to contact the lawyer to see if Mr.
Delos Santos has "grandfather" rights.
C. A discussion was held on erecting "No Thru Truck Traffic" signs on
Wiederstein, Elm, South, Pecan and Rhea streets to keep commercial
vehicles from cutting across from FM 78 to Pfeil St .' The matter
was tabled until Police Chief Marin can run a traffic survey.
D. Fred Niemietz (Jo Nirider) made a motion the Council enter into
the General Ledger the amount of $3686.01 from the Cibolo Recreation
Dept : All approved.
E. Workshop was set for Monday, February 1 , 1982 at 6:30.
5. BILLS TO BE APPROVED: Jo Nirider (Sig Swenson) made a motion the bills be
approved for payment. All approved.
6. ADJOURNMENT: Sig Swenson (Gerald Thurman) moved the meeting adjourn at 9:50
P.M. All approved.
