MINUTES OF REGULAR CITY COUNCIL MEETING

1 . CALL TO ORDER: 7:05 P.M. Mayor Ed Ling

3. QUORUM CHECK: Mayor Ling; City Administrator Tom Brooks; Council-

Swenson, Bill Little; City Engineer W. H. Mullins;
Chief of Police Van Scoy; City Secretary Iva R. Amacker
4. MINUTES: Sig Swenson (Marge Smith) moved that minutes of Regular
Meeting November 18, 1982 and Workshop November 29, 1982
be approved. All approved.
5. CITIZENS TO BE HEARD: None
6. BUSINESS AT HAND: Mr. Hines of Guadalupe Valley Electric Coop, Inc .
presented facts pertaining to rate increase which
will be effective 1 January 1983 .
Jo Nirider (Sig Swenson) moved we pass Ordinance
Approving New Electric Rates To Be Charged by GVEC.
All approved.
7. OLD BUSINESS:
A. Dobie Water Line
Bill Little (Sig Swenson) moved we pass Resolution "Authorizing
Advertising for Bids on Dobie Water Line ." All approved.
Bill Little (Marge Smith) moved Bid Opening be on 11th January 1983
at 2:00 P.M. All approved. ----
B. Paving & Drainage
Mr. Mullins recommended that we go with Robbins Paving Co .
Sig Swenson (Bill Little) moved that we award basic contract
to Robbins Paving Co . plus the additive "change driveways
from asphalt to concrete." All approved.
There was some discussion on making Santa Clara St . concrete
instead of asphalt. Mr. Mullins will get costs .
C. Certificates of Obligation
Marge Smith (Fred Niemietz) moved that Ordinance Authorizing
Issuance of Certificates of Obligation be approved. All approved.
8. NEW BUSINESS:
A. Jo Nirider (Marge Smith) moved that plats of Schneider Industrial
Park and Cibolo Industrial Park Unit 1 be approved. All approved.
B. Tax Rolls - Roll needs to be reviewed and should be ready by Monday.
9. BILLS TO BE APPROVED: Marge Smith (Sig Swenson) moved bills be approved
for payment.' All approved.
10. CITY ADMINISTRATOR COMMENTS:
A. Ordinance on water extension is complete and will be mailed to councilmembers.
B. There is a need for electricity at City warehouse . GVEC will be contacted.
C. Ordinance establishing City Administrator position and job description
will be submitted to Council at next meeting.
D. Reserve Officer Joel Rosen will be leaving at end of December.
