1 . CALL TO ORDER: Mayor Little 7:00 P.M.

5. Mr. Walter Ehlers, State Highway Department, presented maps showing proposed
FM 78 By-pass route. The cost of acquisition of ROW and cost of curb
and gutters were discussed. Cibolo would be responsible for purchasing
approximately 514 acres of land for ROW. Estimated cost of Cibolo Is portion
of ROW is roughly $60,000. 'Estimated cost of curb and gutters at todays
prices is $47,000 (Curb and gutter would be required from Dietz Creek to
point at Conoco station) . The State would appraise and negotiate for
purchase of ROW. Mr. Niemietz posed the question that "when the bypass
is completed - who will be responsible for maintenance of FM 78 between
Haeckerville Rd and Conoco?" Mr. Ehlers said he did not know, higher
authority would have to make that decision.
In order to get the project started it will be necessary for Council to
agree on project. then a public hearing would be set. It wwuld be approximately
two years before acquisition of ROW could begin. The entire project would
basically be funded 10% by Cibolo and 90% by State. Cibolo would be
required to put up their share of expenses before project would begin.
6. Mr. W. H. Mullins presented plat showing three routes that could be used to
deliver water to Town Creek Subdivision. Surprisingly, all three routes
are approximately the same length. Requirements of community will
determine route taken. Cost of 12" pipe approximately $111 ,000; 8" pipe
$70,000 .
7. Acquisition of Property for Sidewalk. Mr. Brooks gave council map showing
location proposed for sidewalk from Comanche Circle, Cibolo North Subdivision,
along easement to Schlather St . (Mr. Fritz Schlather has been approached
to grant an easement across his property to Schlather St.)
8. Smoking at Oouneil Meetings. A complaint was received about smoking at
City Council meetings. The mayor stated that it is unlawful to smoke in
designated public areas; however, no smoking signs must be posted and a
receptacle provided for disposing of cigarettes. Our neighboring cities
have already voted to bann smoking during Council meetings. A smoking
break is allowed during the meetings. The matter will be further discussed
at regular council meeting.
9. Items by Mayo r/Councilmembe rs:
A. Mayor Little had letter from City of Live Oak inviting Council to
participate in their parade . No one expressed an interest.
B. Mr . Niemietz. GVEC is going to put up banners advertising Fire Dept.
Sausage Supper. While they have their machinery in this area they will
replace burned out lights at ball park if we so desire. It was
decided that Mr. Niemietz would make decision on replacing bulbs.
10. City Administrator Items:
A. Main Street will be closed from Cibolo Lumber Co . to Schlather Street
for approximately two weeks beginning May 9 .
B. Mr. Brooks presented information pertaining to placing advertisement
• in South Texas Industrial Guide pointing out areas of interest and development.
Consideration is being given to putting in a complete Randolph Region advertiseme
rather than individual area cities. Project sponsored by Chamber of Commerce.
Deadline 1 June for submission.
