MINUTES
1. Call to Order—Meeting was called to order by Mayor Dunn at 6:34pm.
2. Roll Call and Excused Absences — Members Present: Mayor Dunn, Councilwoman Schultes,
Councilman Garrett, Councilwoman Gebhardt, Councilman Doty (arrived at 6:37pm), Councilman
Russell, Councilman Hogue and Councilman Weber. Staff Present: City Manager Mr. Herrera, City
Secretary Cimics, City Attorney Erkan, Police Chief Cox, EDC Director Luft, Finance Director
Miranda, and Executive Assistant Rogers.
3. Invocation—Invocation was given by Councilman Russell.
4. Pledge of Allegiance—All in attendance recited the Pledge of Allegiance.
5. Citizens to be Heard — This is the only time during the Council Meeting that a citizen can address the
City Council. It is the opportunity for visitors and guests to address the City Council on any issue to
include agenda items. All visitors wishing to speak must fill out the Sign In Roster prior to the start of
the meeting. City Council may not debate any non-agenda issue, nor may any action be taken on any
non-agenda issue at this time, however, City Council may present any factual response to items brought
up by citizens
Following citizens signed up for Citizen to be Heard: Mr. Bob Hicks spoke to council on city staff
attending HOA meetings. He stated it was a great way to get information to the citizens. Mr. Hicks
thanked Mr. Fousse the Public Works Director for attending the Deer Creek Homeowners Meeting. Ms.
Christy Williams from the Guadalupe County Child Advocacy Center stated they were opening an-
office in Cibolo. She also informed the council on a couple fund raisers that the organization was
working on.
6. Presentations
A. Presentation from Judge Edmund Phillips on the status of the Cibolo Municipal Court.
Judge Phillips briefed council on the status of the Cibolo Municipal Court.

B. Presentation of a Proclamation for National Crime Victims Week.
C. Presentation of a Proclamation for the Child Abuse Prevention and Awareness Month.
D. Presentation of a Proclamation for National Sexual Assault Prevention&Awareness Month.
Mayor Dunn presented Proclamations for National Crime Victims Week, the Child Abuse
Prevention and Awareness Month and for National Sexual Assault Prevention&Awareness Month.
7. Consent Agenda—Consent Items (General Items)
(All items listed below are considered to be routine and non-controversial by the council and will be
approved by one motion. There will be no separate discussion of these items unless a Council member
so requests, in which case the item will be removed from the consent agenda and will be considered as
part of the order of business.)
A. Approval of the minutes of the Regular City Council Meeting held on March 8, 2016.
B. Approval of the minutes of the Council Workshop held on February 20, 2016.
Councilman Weber made the motion to approve the Consent Agenda. Motion was seconded by
Councilwoman Gebhardt. For: Council Members: Schultes, Garrett, Doty, Russell, Hogue, Gebhardt
and Weber; Against:None. Motion carried 7 to 0.
8. Staff Updates/Discussion
A. Police Department

E. Administration—Ms. Rogers gave an update on the TxDOT Meeting scheduled for March 29, 2016
from 5 to 7pm at Barbara Jordan on the re-construction and timeframe for FM 1103. Ms. Rogers
also briefed that on March 29t1i at 7:OOpm there will be a Public Hearing in McQueeney on Green
Valley Water.
9. Discussion/Action Items
A. Presentation/Discussion/Action of the City of Cibolo's independent audit for the fiscal year ending
September 30, 2015.
Ms. Miranda the Finance Director and Ms. Frazer from the auditing firm of Armstrong & Vaughn
briefed the council on the City of Cibolo independent audit for the fiscal year ending September 30,
2015. Councilwoman Gebhardt made the motion to accept the independent audit for the fiscal year
ending September 30, 2015. Motion was seconded by Councilwoman Schultz. For: Council
Members: Garrett, Doty, Russell, Hogue, Weber, Schultes and Gebhardt; Against: None Motion
carried 7 to 0.

B. Discussion/Action regarding the Preliminary Acceptance of Infrastructure for Mesa at Turning Stone
Unit 3 and 5.
Councilman Garrett made the motion to approve the Preliminary Acceptance of Infrastructure for
Mesa at Turning Stone Unit 3 and 5 with the following improvements. Unit 3: Sanitary Sewer
(Cibolo): 1,912 Linear Feet with a valuation of $156,498.30, Drainage: 839 Linear Feet with a
valuation of $497,744.00, Water (GVSUD): 2,789 Linear Feet with a valuation of $256,028.25,
Private Street: 2,785 Linear Feet with a valuation of$549,130.65 (Designed to City standards), Unit
3 has a total Valuation of Public & Private Improvements of$1,510,937.20. Unit 5: Sanitary-Sewer
(Cibolo): 916 Linear Feet with a valuation of $67,265.40, Drainage: 1,117 Linear Feet with a
valuation of$129,880.50, Water (GVSUD): 791 Linear Feet with a valuation of$59,382.25, Private
Street: 717 Linear Feet with a valuation of$157,787.05 (Designed to City standards), Unit 5 has a
total Valuation of Public & Private Improvements of $447,904.20. Total Valuation of Public &
Private Improvements for Units 3 & 5 is $1,958,841.40. Total Valuation of accepted Public
Improvement dedicated to the City of Cibolo (Sewer) is $223,763.70. Motion was seconded-by
Councilman Russell. For: Council Members: Schultes, Gebhardt, Doty, Hogue, Weber, Garrett and
Russell; Against:None. Motion carried 7 to 0.
C. Discussion/Action regarding the Preliminary/Final Plat of Turning Stone Commercial Unit C-3.
During this item Councilman Weber had stepped off the dais (7:3lpm). Councilman Doty made the
motion to approve the Preliminary/Final Plat of Turning Stone Commercial Unit C-3. Motion was
seconded by Councilman Russell. For: Council Members: Schultes, Garrett, Gebhardt, Hogue,
Russell and Weber; Against: None. Motion carried 6 to 0.
D. Discussion/Action regarding the Preliminary Plat of Silverfin Apartments.
Councilman Weber returned at 7:35 pm. Councilman Russell made the motion to approve the
Preliminary Plat of Silverfin Apartments. Motion was seconded by Councilman Hogue. For:
Council Members: Schultes, Garrett, Gebhardt, Doty, Russell, Weber and Hogue; Against: None.
Motion carried 7 to 0.
E. Discussion/Action on the appointments to the Blue Ribbon Committee.
Council went into Executive Session at 7:49 pm as authorized by the Texas Gov't Code Section 551.074
Personnel Matter to discuss the Blue Ribbon Committee Appointments.
Council reconvened into'regular session at 8:12 pm.
Councilman Doty made the motion to place all 15 applicants — Tim Bird, Paul Buell, Glen Bonney, Lewis
Borgfeld, Garth Coursen, JC Dufresne, Fredrick (Wayne) Garcia, Ted Gibbs, David Griffin, Randall
Hawkins, Lynn Herr, Joel Hicks, Ted Manganello, David Petersen, and David Pevoto on the Blue Ribbon
Committee. Motion was seconded by Councilman Weber. For: Council Members: Schultes, Garrett,
Gebhardt,Russell,Hogue,Doty and Weber;Against:None. Motion carried 7 to 0.
F. Discussion/Action on the review and confirmation of all upcoming special meetings and workshops
and scheduling the time, date, and place of additional special meetings or workshops.
Council went over the calendar for March and April 2016. Council set a Workshop date of April 12,
2016 at 5:00 pm for a Workshop.

10. Resolution
A. Approval/Disapproval of a resolution authorizing an amendment of an Interlocal Agreement for
Dispatch Services with the City of Schertz, Texas.
Councilman Doty made the motion to approve the resolution authorizing an amendment of an
Interlocal Agreement for Dispatch Services with the City of Schertz, Texas. Motion was seconded
by Councilwoman Schultes. For: Council Members: Garrett, Gebhardt, Russell, Hogue, Weber,
Schultes and Doty; Against None. Motion carried 7 to 0.
B. Approval/Disapproval of a resolution for the City of Cibolo, Texas applying for participation in the
cooperative purchasing program of the Texas Comptroller of Public Accounts pursuant to §271.081
of the Local Government Code.
Councilman Garrett made the motion to approve the resolution for the City of Cibolo, Texas

11. Ordinance
A. Approval/Disapproval of an ordinance amending Chapter 74 (Traffic and Vehicles) of the Code of
Ordinances by creating an offense of Exhibition of Acceleration and prohibiting certain conduct by
persons operating vehicles upon roadways and parking areas.
Councilman Weber made the motion to approve the ordinance amending Chapter 74 (Traffic and

B. Approval/Disapproval of an ordinance amending Section 74-87 of the Code of Ordinances
authorizing the installation and maintenance of a No Parking Zone along portions of Eldridge Drive
and Eglington Way.
Councilman Doty made the motion to approve the ordinance amending Section 74-87 of the Code of
Ordinances authorizing the installation and maintenance of a No Parking Zone along portions of
Eldridge Drive and Eglington Way on the condition that the Police Chief gives Council an update on
this ordinance during the weekly update report and that staff bring this item back in 90 days with a
full report on ordinance. Motion was seconded by Councilman Garrett. For: Council Members:
Schultes, Garrett, Doty, Gebhardt, Russell, Hogue and Weber; Against: None. Motion carried 7 to
0.

Marion Dolford Learning Center and altering the effective times for Steele High School.
