MINUTES --OF WORKSHOP MEETING

_ 1 . CALL TO ORDER AND INVOCATION: 7:00 P.M. Magor Ling

2 . ROLL CALL: Sig Swenson absent .
3. Discuss appointment of election judge. It was agreed to ask Mr. Fred
Wiedner to be election judge. Mr. Wiedner will select an alternate judge
and spanish speaking clerk.
4. Meeting to discuss water improvements and street and drainage improvements .
Meeting has been rescheduled for 2 February 1983 due to illness of contractor.
5. The Council authorized Mr. Brooks to proceed with the interviewing and
hiring of a full time police officer .
6. The Animal Control Agreement with Schertz was discussed. The Council had
authorized the agreement with Schertz in August 1982; however, Schertz
had not been notified. Mr. Brooks will work out an agreement with Schertz.
7. ' Peddlers' Ordinance was discussed and Council did not recommend any changes .
8. Workshop Nights . Mr. Brooks pointed out that the time frame for adding
items to agenda for the regular meeting after workshop was very short
and that it might be more convenient to move the workshop to an earlier
- night the week before the regular meeting.
After discussion it was decided that workshop meeting nights would remain
on Monday before the regular Thursday meetings .
9. Revised 1982-1983 Budget .
Mr. Brooks presented the revised Budget and explained what changes had
been made; i.e ., increase in police salaries to allow for hiring an
additional police man; increase in publishing expenses, office supplies,
seminar fees etc . All changes were made in accordance with good
management practices and council did not suggest any changes .
One item $5000.00 under Streets- Parks,-;indicated as"Repairs - street
resurfacing" was discussed. The Council was in agreement that this should
either be used as a basis for starting a Capital Improvement Fund or
paving the street in park. Mr. Brooks will get a cost estimate from
contractor on cost to pave park street .
10. Mr. Brooks informed Council that COMA had changed propased rate increase
from $1 .12/1000 gal . to #1 .10/1000 gals .
11 . Mr. Gutierrez did not appear to present his proposed increase in rates
on garbage contract .
