Min CC 06/04/1984 - Special CITY OF CIBOLO MINUTES OF SPECIAL COUNCIL MEETING JUNE 4, 1984 1. CALL TO ORDER: 7:00 PM Mayor Little 2. INVOCATION: Dannie Bishop 3. ROLL CALL: All present. 4. CITIZENS TO BE HEARD: None. 5. CONSIDER PROPOSED BUDGET AMENDMENT AND TAKE ACTION AS APPROPRIATE. Jo Nirider (Mike Absher) moved that amended budget be accepted as presented. All approved. 6. CONSIDER A NEW UTILITY EXTENSION POLICY. The council discussed at length whereby developers/homeowners would pay a fee for connecting to city water mains. The policy provides for developers to pay $225 per acre and $300 per house for water connections. Sewer connections are $100 per acre with charge of $550 per sewer connection. 7. DISCUSS WATER CONNECTION FEES. This connection fee of $50.00 would be in lieu of present Deposit of $30.00 and Turn On Fee of $20.00. 8. DISCUSS SEWER UTILITY RATES. CCMA is increasing their sewer rates to $1.40 per thousand gallons from the present rate of $1.02. Mr. Brooks suggested that we do not increase our minimum rates but increase the rate from $1.30 to $1.40 per thousand gallons of water usage over minimum (3000 gallons) . This increase to be effective in September. 9. DISCUSS ITEMS FOR FISCAL YEAR BUDGET. Mr. Brooks asked the council for suggestions for budget items. There were questions about the 658-8735 telephone and the question as to whether the phone was still a cecessity. It was agreed to pay the Police Department employees and Utility ` Dept personnel $20.00 per month as clothing allowance. Police Dept personnel must furnish.-initial uniforms. The Council indicated that Mr. Brooks include cost of living increase in budgeted f i jgure for salaries. 10. ITEMS BY MAYOR AND COUNCILMEMBERS. a. Mayor and Council discussed whether or not to have additional testing done on streets to ascertain if contractor may have been at fault, thereby causing cracks in street. b. Mr. Brooks was requested to write an amending ordinance to our Subdivision Ord. #60 whereby streets, curbs, etc. , would not be accepted by the city until they have been thoroughly inspected. 11. ITEMS BY CITY ADMINISTRATOR. The Mayor and Mr Brooks attended meeting with Green Valley Water Corp. , Inc. to discuss possibility of purchasing water.- 12. ADJOURMENT: 9:50 Mayor Little. ROLL CALL: Dannie Bishop - absent 4. CITIZENS TO BE HEARD: None. 5. APPROVAL OF CONSENSUS ITEMS Bill Wiederstein (Jo Nirider) moved that consensus items be approved as stated. All approved. 6. CONSIDER FOR APPROVAL A RESUBDIVISION PLAT FOR LOTS 1 AND 2, BLOCK 3 AND LOTS 1, 2 AND 3 BLOCK 4 IN THE SCHNEIDER INDUSTRIAL PARK AND A MASTER PLAN FOR LOT 1, BLOCK 3. Mike Absher (Jo Nirider) moved that resubdivision and master plan be accepted as platted with stipulation of no parking on street. All approved. 7. CONSIDER PARTICIPATION WITH THE TEXAS MUNICIPAL LEAGUE IN THEIR EFFORTS TOWARD BELL TELEPHONE RATE INCREASES. Jo Nirider (Fred Niemietz) moved that Cibolo participate with TML in their efforts toward Bell Telephone Rate increase. All approved. 8. Council went into Executive Session under provisions of Article 6252-17. 9. Reconvened in Open Session. 10. No action taken as result of executive session. 11. ADJOURNMENT: 7:45 Mayor Little.
