Call to Order—Mayor Dunn called the meeting to order at 6:30 p.m. 2. Roll Call and Excused Absences—Council Present: Mayor Dunn, Councilwoman Schultes, Councilman Garrett, Councilwoman Gebhardt, Councilman Russell, Councilman Hogue and Councilman Weber; Council Absent: Councilman Doty. Councilman Garrett made the motion to not excuse the absence of Councilman Doty. Motion was seconded by Councilman Russell. For: All; Against: None; Motion carried 6 t 0. Staff Present: City Manager Herrera, City Attorney Erkan, City Secretary Cimics, Finance Director Miranda, ED Director Luft, IT Director Badu, Police Chief Cox, Fire Chief Niemietz, Planning & Engineering Director Klein, Public Works Director Fousse, City Planner Gonzalez and City Managers Administrative Assistant Rogers. 3. Invocation—Invocation was given by Councilman Russell. 4. Pledge of Allegiance—All in attendance recited the Pledge of Allegiance. 5. Citizens to be Heard— This is the only time during the Council Meeting that a citizen can address the City Council. It is the opportunity for visitors and guests to address the City Council on any issue to include agenda items. All visitors wishing to speak must fill out the Sign In Roster prior to the start of the meeting. City Council may not debate any non-agenda issue, nor may any action be taken on any non-agenda issue at this time, however, City Council may present any factual response to items brought up by citizens. The Following citizens signed up to be heard: Michael Arizpe first thanked the City for the Open House on the Annexation Process. He was concerned about water and wanted to be informed on creek water issues. Mr. Arizpe also wanted the City to be his advocate in any thoroughfare that may be developed and that he not be cut off from his property. Councilman Doty arrived at 6:39 p.m. Ted Gibbs congratulated Chief Cox and the Cibolo Police Department for the great job they do. As a member of the Blue Ribbon Committee he is concerned about the information being put out by social media. Feels that the City needs a good communication plan and a better way of getting the facts out. Melvin Hicks spoke to council on the tow road but stated Mr. Gibbs did a good job and did not need to add anything else. Mr. Hicks also spoke on the alcoholic ordinance. He felt that it should be up to the citizens if it should be changed and stated it should be placed on the November ballot. 1 6. Public Hearing ' A.The City of Cibolo City Council will hold a public hearing to hear public testimony concerning the proposed annexation of the properties described below: • All properties located in the City of Cibolo's Extraterritorial Jurisdiction(ETJ) generally located east of Cibolo Valley Drive on Green Valley Loop containing 13±acres. • All properties located in the City of Cibolo's Extraterritorial Jurisdiction (ETJ) generally located west of Cibolo Valley Drive on Kove Lane, and containing 15± acres. • All properties located in the City of Cibolo's Extraterritorial Jurisdiction(ETJ) generally located South of Schaeffer Road, east of Haeckerville Road and north of Lower Seguin Road, and containing 7181 acres. • All properties located in the City of Cibolo's Extraterritorial Jurisdiction(ETJ) generally located north of Bolton Road, and east of Stolte Road, and containing 481 acres. This item was briefed by the City Manager and Planner/Engineering Director Mr. Klein. The Public Hearing was opened at 6:59 p.m. Karen Cram spoke on the annexation and would like to have her annexation agreement extended. Mr. Arizpe also spoke about the annexation and again wanted council to make sure that he would have access to city roads and not cut him off to transportation routes. The Public Hearing was closed my Mayor Dunn at 7:13 p.m. 7. Presentation A.Presentation to City Manager Robert T. Herrera for 30 years of service in TCMA. Mayor Dunn presented an award to Mr. Herrera for his 30 years of service in the Texas City Managers Association. Pictures were taken of Mr. Herrera and his family. 8. Consent Agenda—Consent Items (General Items) (All items listed below are considered to be routine and non-controversial by the council and will be approved by one motion. There will be no separate discussion of these items unless a Council member so requests, in which case the item will be removed from the consent agenda and will be considered as part of the order of business.) A. Approval of the minutes of the Regular City Council Meeting held on June 28, 2016. B. Approval of the minutes of the Council Workshop held on June 28, 2016. C. Approval of the May 2016 Check Register pending final acceptance of the City's financial audit for the 2015/2016 Fiscal Year. D. Approval of the May 2016 Revenue and Expense Report pending final acceptance of the City's Financial audit for the 2015/2016 Fiscal Year. Councilman Doty made the motion to approve the consent agenda. Motion was seconded by Councilman Weber. For: All; Against: None. Motion carried 7 to 0. 2 9. Resolutions A. Approval/Disapproval of an resolution approving a bond resolution to be adopted by the Board of Trustees of the Canyon Regional Water Authority authorizing the issuance of obligations designated as "Canyon Regional Water Authority Tax-Exempt Contract Revenue and Refunding Bonds (Lake Dunlap/Mid-Cities Project), Series 2016", approving the Regional Water Supply Contract between the City of Cibolo, Texas, San Antonio Water System, Green Valley Special Utility District, East Central Special Utility District, the City of Marion, Texas, Crystal Clear Special Utility District, Springs Hill Water Supply Corporation and the Canyon Regional Water Authority; authorizing the Mayor or City Manager of the City of Cibolo, Texas to execute on behalf of the City of Cibolo, Texas all documents, including an approval certificate after the refunding bonds are sold, in connection with this transaction; and other matters in connection therewith. Planning and Engineering Department D. Administration Chief Niemietz briefed Council on the Fire Departments activities for July. Cibolo fire hosted a Wild Land Fire Fighting Class with Texas AM Forest Service. Cibolo and neighboring cities took part in the class. Guadalupe County expects to have a burn ban in effect sometime next week due to the lack of rain. 11. Discussion/Action A. Discussion/Action on the removal, appointments and re-appointments to Planning and Zoning Commission, Board of Adjustments Commission, Capital Improvement Program (CIP), Charter Review Committee, Master Plan Committee, Youth Council and Cibolo Economic Development Corporation, Animal Advisory Board and all other Committees, Commissions and Boards. Council interviewed Ms. Parsons for a member of the.Animal Advisory Board. Councilman Hogue made the motion to approve the appointment of Ms. Parson to the Animal Advisory Board. Motion was seconded by Councilman Garrett. For: All;Against:None. Motion carried 7 to 0. 3 B. Discussion/Action and authorization for the City Manager to execute a contract with Humana for employee group medical insurance, employee group dental insurance with no plan design changes and for Humana for employer provided group life insurance. Authorize the City Manager to execute a contract with Superior Vision for employee group vision insurance with no plan design changes. Discussion/Action on the review and confirmation of all upcoming special meetings and workshops and scheduling the time, date, and place of additional special meetings or workshops. Council went over the calendar for July and August 2016. 12. Workshop Item A. Discussion on Ordinance No. 57, an ordinance regulating the sale of mixed alcoholic beverages and beer in the City of Cibolo adopted by City Council in 1973. Council discussed the ordinance regulating the sale of mixed alcoholic beverages and beer in the City of Cibolo. The current ordinance we have is old and many items in the ordinance are no longer valid. Council discussed the pros and cons of late night hours. Staff was given direction by council to bring two ordinances to the next regular scheduled meeting. One ordinance updating the current ordinance and another ordinance resending the current ordinance. Council will decided what ordinance they want to go with after discussion at the next meeting. 13. Adjournment Councilman Garrett made the motion to adjourn the meeting at 8:19 pm.
