NO CITIZENS APPEARED TO BE HEARD.
4A. AGENDA AMENDED TO INCLUDE ITEMS BY MAYOR AND COUNCILMEMBERS.
Mayor Little reported that the City is now considering and in the
process of going out on the market for an approximate $375,000.00
in bonds next January, for the purpose of bringing the City's Water
System up to a Class "A" system. This will include a 5001,000 gallon
above-ground water storage tank with more supply lines, pump, etc. ,
to give adequate pressure for our citizens and for fire fighting
protection for the City.
The Mayor stated that the Council felt this could be done without
an adjustment or increase in water rates and that the Council should
be commended on their accomplishment of this improvement.
Councilmember Bill Wiederstein read a prepared statement of the
Council's reply to alligations brought against the Mayor and Council
by Marge Smith at the Council's Regular Meeting of November 19, 1984.
The statement is as follows:
"STATEMENT IN REPLY TO THE STATEMENT OF MARGE SMITH OF
NOVEMBER 19, 1984, TO THE CIBOLO CITY COUNCIL.
The Council has given careful consideration to the written
statement of Marge Smith and finds that it is not substantiated.
The statement is based on hearsay as set out in statements of
two former police officers who are plainly disgruntled with the
City, and not on the personal knowledge of Marge Smith. Ms.Smith
was herself defeated for the office of Mayor by Bill Little, the
subject of her accusations.
Parts of her statement, such as the second paragraph, are vague
and indefinite—

ndefinite—Paragraphs three and four consist solely of conclusions and assumptions.
The statement does not represent any kind of proof and is wholly
undocumented except by reference to the two self-serving statements
referred to above, neither of which has been proved to be true.
The statement does not call for any action on the part of this Council."
5. CONSENSUS ITEMS:
Fred Niemietz (Dannie Bishop) moved that the consensus items be approved
as presented. All approved. Motion carried.
6. ACCEPTANCE OF APPRAISAL ROLL.
Fred Niemietz (Bill Wiederstein) moved that the 1984 Appraisal Roll be
accepted as presented. All approved. Motion carried.

:7. ORDINANCE ADOPTING 1984 TAX RATE.
JO NIRIDER (FRED NIEMIETZ) MOVED TO APPROVE ORDINANCE ADOPTING 1984
TAX RATE OF .4377. ALL APPROVED. MOTION CARRIED.
8. ORDINANCE TO AMEND ORDINANCE NO. 331, UTILITY EXTENSION POLICY, SECTION II
(A). REGARDING INCREASE IN SEWER CONNECTION FEES.

BILL WIEDERSTEIN (M1-IEC--ABSIE-R) moved to approve ordinance to increase
sewer connection fees. All approved. Motion carried.
9. AUTHORIZE TAX APPRAISAL DISTRICT TO PRINT TAX STATEMENTS AT ESTIMATED COST
OF $100.00.
Jo Nirider (Dannie Bishop) moved to approve and authorize the Tax
Appraisal District to print tax statements. All approved. Motion
carried.
10. ORDINANCE TO AMEND ORDINANCE NO. 60 REGARDING TIME FRAME OF EXPIRATION OF
PLAT APPROVAL AND TIME FRAME FOR RESUBMISSION FOR REVIEW TO BE REINSTATED.
Dannie Bishop (Bill Wiederstein) moved to approve amendment of Ordinance
No. 60. All approved. Motion carried.
�+ *11. ORDINANCE TO MEND ORDINANCE NO. 61 REGARDING ZONING NOTIFICATION DISTANCE
OF 200 FEET AND LENGTH OF NOTIFICATION TO NOT LESS THAN TEN (10) DAYS PRIOR
TO PUBLIC HEARING.
After discussion of necessary process for a Zoning Ordinance amendment,
and a discussion of other areas the Council might wish to amend, Mayor
Little reques e Councilt table this item until further notice.

notice. All approved. Motion carried to table.
12. APPROVE PROPOSED WATER RATE INCREASE OF 10� PER 1,000 GALLONS BY THE CITY
OF SCHERTZ; TO BECOME EFFECTIVE DECEMBER 18, 1984.
Dannie Bishop (Bill Wiederstein) moved to approve proposed water rate
increase. All approved. Motion Carried.
13. APPROVE PROPOSED WATER RATE INCREASE OF 8� PER 1,000 GALLONS BY THE CITY-
OF SCHERTZ; TO BECK EFFECTIVE JANUARY 18, 1985.
Mayor Little requested the Council to table this item for the present,
since negotiations were in effect and that there was no provision in
the present contract for such an increase. Jo Nirider (Fred Niemietz)
moved to table this item until further notice pending current negotiations.
All approved. Motion carried to table.
14. ORDINANCE TO INCREASE CITY WATER RATES, EFFECTIVE DECEMBER 15, 1984.
Fred Niemietz (Jo--Nirider) ,moved_ to. approve the City water rate
increase after amending to reflect only the 10'� increase. All approved.
Motion carried.
15. THE CITY COUNCIL MAY GO INTO EXECUTIVE SESSION UNDER THE PROVISIONS OF
ARTICLE 6252-17, V.T.C.S., SECTION 2(g) PERSONNEL.
The Council went into Executive Session at 7:30 P.M.
16. RECONVENED IN OPEN SESSION - 8:20 P.M.
17. APPROPRIATE ACTION TAKEN REGARDING EXECUTIVE SESSION.
Bill Wiederstein (Jo Nirider) move to appoint David Davenport as
Water Inspector for the City of Cibolo. All approved. Motion carried.
