MINUTES OF WORKSHOP MEETING
APRIL 28, 1987
7:30 P.M.
1. CALL TO ORDER.
Mayor Sam Bauder called the meeting to order at 7 :30 P.M.
2. INVOCATION.
T.J. Harris presented the invocation.
3. ROLL CALL.
Council Members C.R. Jupe, T.J. Harris, Tino Delgado,
Billie Little, Tex Farnsworth and Mayor Bauder were
present.
4. PRESENTATION BY BUSTER CAGE OF CAGES NEUHOFF & KALKWARF,
C.P.A. , \i ON COMPUTER SOFTWARE AND APPLICATION FOR
MUNICIPAL USAGE.
Mr. Buster Cage addressed the need to automate the
bookkeeping system. Mr. Cage pointed out that the
management letters written with each years audit for the
last three years were advocating computer set up.
Placement of utilities on the computer first with other
bookkeeping needs added later.
Mr. Cage suggest the Council talk with various companies
such as Thomas Yarling of TSSI Systems of Schertz to get
a feel of what is needed. Proximity is a plus. Mr.
Cage suggested shopping until the Council is completely
satisfied that they are receiving a good deal.
The utility billing software package has a cost of
$2, 500 to 3,000 and General Ledger $2, 500 to $3, 000.
Mr. Harris stated that the computer will ;_fiot save
employee cost and the investment cost will be high and
the Council must consider the cost of a maintenance
contract.
Mr. Cage agreed that the employee need will still be
there and though the cost will be considerable, it will
be worth the cost with the time saved.
Mr. Farnsworth agreed there is definitely a need.
Mr. Cage offered to help locate the system if the City
wants him to. More terminals can be added as needed.
Mr. Cage said he would be glad to assist the City with
its search.
Mayor Bauder wants to go as fast as possible but not so
fast that mistakes are made.
5. DISCUSSION ON HORIZON TELECOMMUNICATION SYSTEM.
Mayor Bauder presented a letter concerning the radio
frequency obtained for the City of Cibolo and the
equipment that Horizon recommends for the City of
Cibolo.

The letter from Horizon stated a base station, tower,
antenna and five additional mobile units were discussed
with then Mayor Little. The cost for the tower, base
station and etc installed is quoted at $2,400.00 and the
wide band radios are $750.00 each.
Mayor Bauder reported that all bills to Mr. Mullins were
paid with the exception of the February, 1987 Invoice
for the General City Plan. We are waiting"onfunds from
Community Affairs to pay the difference.
Mayor Bauder reported the park has been reserved for the
week prior to the May 9th Sausage Supper by the
Volunteer Fire Department. Mr. Farnsworth did not feel
the park should be closed for the entire week but Mr.
Delgado felt that the Volunteer Fire Department should
be accomodated instead of placing obstacles in their
way.
Mayor Bauder reminded the Council about the AACOG
meeting for new council members on Thursday, May 7,
1987.

No Council Members commented.

C.R. Jupe (Tex Farnsworth) moved to adjourn. All
