THE CIBOLO CITY COUNCIL `_'-CONVENED " IN A SPECIAL WORKSHOP MEETING
ON TUESDAY, JUNE 2 , 1987 , AT 6 :00 P.M. AT THE CIBOLO CITY HALL, 109
SOUTH MAIN STREET, CIBOLO, TEXAS.
1. CALL TO ORDER.
Mayor Sam Bauder called the workshop to order at 6 : 07 P .M.
2. INVOCATION.
T .J. Harris gave the invocation.
3 . ROLL CALL.
Members present were Tex Farnsworth , T . J. Harris , Billie
Little , Tino Delgado and Mayor Sam Bauder . Charlie Jupe was
delayed due to business .
4. DISCUSSION OF PROPOSAL BY MR. HENRY GUTIERREZ, WASTE MANAGEMENT
OF S.A. ON CHANGE TO ONE DAY A WEEK PICK IIP WITH A 92 GALLON
ROLLAWAY GARBAGE CONTAINER.
Mr . Gutierrez explained the use of the cart for garbage pick up
to the council and visitors .
Mayor Bauder gave information from Marion on their experiences
with the cart . Marion city secretary stated that they had no
problems with the useage and the once a week pick-up. She also
expressed that they had increased their garbage customers by
some thirty customers in past two months due to the new carts .
Mr. Gutierrez stated that the pick-up day could either be a
Tuesday or Friday. Most felt that Tuesday would be the better
day for pick up.
Discussion was directed at the entire city going to the carts
verses an isolated area . Mayor Bauder recommended that a trail
period in a subdivision would allow us to test the useage . Mr.
Gutierrez agreed with this arrangement .
Mr . Harris ask if trucks were -already &quipped for cart pick up
or if equipment would have to be installed . Mr . Gutierrez said
most all trucks were already prepared.
Mr . Farnsworth questioned "where the idea originated on using
furnished carts and the sanitation problems that had occurred" .
Mr . Gutierrez explained that the northern states and military
had used this system for years . As to sanitation and also
serving the disabled; Mr . Gutierrez said they would possibly
have to wash out cans and would make "garage pick-ups" for the
citizens disabled that could not take care of their containers .
Mr. Gutierrez said that approximately 200 cities are using the
cart system on Waste Management .
Mayor Bauder questioned if the requested "rate increase" had
• any reflection on the presented cart system . Mr . Gutierrez
said "no" that they would ask for the increase no matter if the
carts were placed in the city or not .

5. DISCUSSION OF REQUESTED RATE INCREASE ON GARBAGE PICK-IIP FROM
THE WASTE MANAGEMENT OF SAN ANTONIO.
Mayor Bauder stated that the City has an agreement until
October , 1988 with Waste Management of San Antonio for garbage
pick up within the City of Cibolo . In the agreement Waste
Management could receive a five ( 5% ) increase annually; however
they had not ask for an increase since the beginning of the
agreement in October , 1985 .
Waste Management presented a letter dated May 11 , 1987
requesting a 22% increase in residential rates and a 10%
increase in Commercial rates . Mr . Gutierrez brought a survey
of fees charged in the surrounding cities and presented " cost
factors" that warranted an increase . He stated that the
present Gutierrez Landfill would soon be closing due to
reaching its capacity and the cost for transporting garbage to
another location would be more expensive .
Mr. Gutierrez stated that Waste Management provided many
services to Cibolo that were " free" such as three dumpsters
located at City Hall , the City Park and for specialfunctions
such as "Spring Clean-up and the Fire Department Sausage
Supper.
The 22% increase would require a residential rate of $6 . 47 per
month , with Waste Management receiving $5 . 50 per month per
resident and the City of Cibolo retaining $ . 97 of the fee .
Tex Farnsworth expressed that under the present contract , Waste
Management could take a 5% per year ( 5% for 1986 and 5% for
1987 ) but that they had not done so .
Mayor Bauder - stated that if the council approved a rate
increase that the City would want the contract amended to read
"that the new rate would be frozen until the end of the
contract in October , 1988" . The Mayor also questioned why the
commercial rate was only 10% increase .
Mr. Gutierrez stated that the commercial rate was more in line
with other cities . He also said the City could stipulate the
" freeze" in E$eir agreement .
