THE CIBOLO CITY COUNCIL
SEPTEMBER 29, 1987 @ 7:00 P.M.
THE CIBOLO CITY COUNCIL CONVENED IN A SPECIAL PUBLIC HEARING
ON THE 187-88 PROPOSED BUDGET ON TUESDAY, SEPTEMBER 29, 1987 AT
7:00 P.M. AT THE CIBOLO CITY HALL, 109 SOUTH MAIN STREET, CIBOLO,
TEXAS. THE AGENDA WAS AS FOLLOWS:
1. CALL TO ORDER.
Mayor Bauder called the meeting to order at 7 :00 P.M.
2. INVOCATION.
Mr. T.J. Harris gave the invocation.
3. ROLL CALL.
members present: T.J. Harris, Tino Delgado, Billie
Little, Tex Farnsworth, Mayor Bauder. Mr. Charlie Jupe
was late due to business.
4. CITIZENS TO BE HEARD.
No citizens requested to speak at this time.
51 COMMENTS BY CITIZENS REGARDING THE PROPOSED BUDGET FOR THE
FISCAL YEAR BEGINNNING OCTOBER 1, 1987 AND ENDING
SEPTEMBER 30, 1988.
Mr. Don Buell , Buell Enterprize, Inc. , ask how the city
faired at the end of the 186-87 Budget and if the Council
felt that the proposed budget was a realistic budget.
Mayor Bauder explained that the budget figures were as
realistic as the staff could possibly predict . Also, the
staff explained that the amended 186-87 budget should
leave a fund balance of approximately $50,000.
David Walker, City Administrator, summarized the ' 87-88
proposed budget highlights. Mr. Walker explained that the
budget outline was designed as a line item budget and was
patterned by Bob Bullock' s Financial Codes. Also, Mr'.
Walker explained that months of department planning had
taken place to develop a realistic budget. Features of
the budget included a third patrol officer for the first
of the year, a city paid fireman midyear and a used
pick-up and patrol vehicle . Additional fees for legal
deductibles was included . Also, an employee benefit
packet of 8% , which includes the Texas Municipal
Retirement System for the staff , increases for the staff
at the bottom of the payscale and a 2% increase for the
remainder of the staff.
