THE CIBOLO CITY COUNCIL CONVENED IN A REGULAR MEETING ON TUESDAY , MARCH 1 , 1988 @ 7 : 00 P .M . AT THE CIBOLO CITY HALL , 109 SOUTH MAIN STREET IN CIBOLO , TEXAS . THE AGENDA WAS AS FOLLOWS : 1. CALL TO ORDER. Mayor Sam Bauder called the meeting to order at 7 : 00 P .M . 2. INVOCATION. T . J . Harris gave the invocation . 3. ROLL CALL. Members present : T . J. Harris , Billie Little , Tex Farnsworth and Mayor Bauder . Mr. Tino Delgado came in late due to business . Mr . Charles Jupe was absent due to out-of-town business . 4. CITIZENS TO BE HEARD. (Limit 3 Minutes each) None 5. CONSENSUS ITEMS: A. MINUTES OF BOARD OF ADJUSTMENTS , FEB. 16 , 1988 B. MINUTES OF REGULAR COUNCIL MEETING, FEB. 16 , 1988 @ 7: 00 P.M. Tex Farnsworth (Billie Little seconded) motioned to approve minutes , as read. All approved. Motion carried. 6. REVIEW JANUARY 31, 1988 BUDGET RECAP. Discussion, was line-by-line , addressing the percentages over 33% ( end of first four months of fiscal year) . As a whole , revenues were in at 37 . 7% and expenditures at 32% . 7. AWARD BID #88-104, GROUP HEALTH/LIFE INSURANCE. Billie Little ( lino Delgado seconded) motioned to accept the bid from Employee Benefit Plans , Inc . for a $100 deductible Health coverage with a city contribution of $52 . 84 per/employee , the $10 , 000 life/A. D. & D. @ $ . 50 per/thousand and an additional benefit of a dental program at $11 . 50 per/employee , city contribution . This was the low bidder out of some twenty-four different proposals . The rates are quaranteed until April 1 , 1989 . All Approved. Motion carried . 8. THE CITY COUNCIL WILL GO INTO EXECUTIVE SESSION PROVISIONS OF ARTICLE 6252.17 V.T.S.C. , SECTION 2(e) WHICH MAY INCLIIDE LITIGATION: SECTION 2(f) WHICH MAY INCLIIDE DISCUSSION OF CONTRACTS, AND SECTION (2)g WHICH MAY INCLIIDE DISCUSSION OF PERSONNEL. TOPICS TO BE DISCUSSED: A. DISCUSSION OF APPRAISAL VALUE OF PROPERTY TO BE PURCHASED FOR RIGHT-OF-WAY FOR LOOP 539. B. APPRAISAL REVIEW AND NEGOTIATING MEMBERS. RECONVENE IN OPEN SESSION AND TAKE NECESSARY ACTION ON ITEMS #8-A AND/OR #8-B. Council reconvened at 8 : 30 P .M . and took the following action : Tino Delgado (T . J . Harris seconded) motioned to appoint the following council members to serve of the respective committees for the purchase/acquiring right-of-way for the Loop 539 bypass . Appraisal Review Committee Negotiating Committee Billie Little David Walker T . J . Harris Tex Farnsworth Charles Jupe Tino Delgado All approved. Motion carried . 10. COMMENTS BY COUNCIL MEMBERS. Tex Farnsworth commented on the safety at FM 1103 and Main Street intersection . Also , Mr . Farnsworth ask about the progress of the house/lot numbering in the city limits . Mr . Farnsworth directed a question to Betty Igou of the Herald Sun as to reason that the last two council meetings were not published in the paper until a week after the meeting . Ms . Igou said that one week the reporter missed the deadline and one week the article was cut due to lack of space . Mr. Farnsworth , along with Mr . Walker , stated that thej'd was numerous complaints over not publishing the articles in the Thursday paper , after the meeting , and that they had passed these on to Paul Davis , Editor . Billie Little ask about the Main Street/Business Owners meeting schedule . Mr . Walker stated that Mr. Fritz Schlather was planning to host a luncheon within the next few weeks to address the issues with owners . Tino Delgado ask about engraving bikes and other personal property for citizens . He ask about the neighborhood crime watch program and other areas of property safety. Chief Tullgren responded with comments about the bike rodeo that is coming up at Wiederstein Elementary and also the progress of neighborhood crime watch meetings in Thistle Creek and Dobie Heights . Mr . Delgado also ask that the city help the Grange Hall in publishing information on the March 19th Pet Vaccination Clinic . T . J. Harris ask about the recourse that the city had if the business owners refused to clean up and improve the buildings in Cibolo . Mr . Walker told him that he would check into it . Mayor Bauder stated that the Council should first take a positive and co-operative approach first and see if the owners came up with a plan . 11. COMMENTS BY STAFF. Mr . Walker informed the Council that Rogers Cable TV had approved placing cable in Dobie Heights . Also , that a letter had been received from Entex and no increase in rates where proposed this year . Also , Walker stated that he was trying to set a date and location for handling "Spring Clean-Up" . Hopefully, the information will be available in an April ist newsletter.
