THE CIBOLO CITY COUNCIL CONVENED IN A REGULAR MEETING ON TUESDAY, APRIL 5, 1988 @ 7 :00 P.M. AT THE CIBOLO CITY HALL, 109 SOUTH MAIN STREET IN CIBOLO, TEXAS. THE AGENDA WAS AS FOLLOWS: 1. ,CALL TO ORDER. Mayor Bauder called the meeting -to order at 7 :00 P.M. 2. INVOCATION. Mr. T.J. Harris gave the invocation. 3. ROLL CALL. Members present at Roll Call : T.J. Harris, Billie Little, Tex Farnsworth, and Mayor Bauder. Attending after roll call : Charlie Jupe and Tino Delgado. Staff present: David Walker, Ann Smith, and Robert Tullgren. 4. CITIZENS TO BE HEARD. None 5. CONSENSUS ITEMS: A. MINUTES OF REGULAR MEETING ON MARCH 15, 1988 @ 7:00 P.M. B. MINUTES OF EMERGENCY MEETING, MARCH 16, 1988 @ 6:00 P.M. Billie Little (Tex Farnsworth seconded) motioned to approve minutes as read. All Approved. Motion carried. 6. REVIEW FEBRUARY 29, 1988 BUDGET RECAP. Council reviewed the recap of the budget. No questions were ask. 7. ACTION ON RECOMMENDATION OF ANY ADDITIONAL RESERVE POLICE OFFICER. Tex Farnsworth (T.J. Harris seconded) motioned to approve Mr. Donnie Strickland to the roster of Cibolo Police ,Reserve Officers. All approved. Motioned carried. .8. DISCUSSION/POSSIBLE ACTION OF SUPPORT OF TEXAS MUNICIPAL LEAGUE IN LAWSUIT INVOLVING WATER QUALITY STANDARDS. Tex Farnsworth (T.J. Harris) motioned to "table" any'\action on this item until more clarification on the liti•gation •_, could be obtained. All approved. 9. DISCUSSION/POSSIBLE ACTION ON ORDINANCE PROPOSED BY STATE HIGHWAY DEPARTMENT ON MAXIMUM, REASONABLE AND PRUDENT SPEED s LIMITS ON FM ROAD 78. Tex Farnsworth (Billie Little seconded) motioned to approve the ordinance setting various speed limits on FM Road 78 from west city limit easternly to the east city limit for a distance of 2. 313 miles. THE CITY COUNCIL WILL GO INTO EXECUTIVE SESSION UNDER THE PROVISIONS OF ARTICLE 6252.17, V.T.S.C. , SECTION 2(e) WHICH MAY INCLUDE DISCUSSION OF LITIGATION: SECTION 2(f) WHICH MAY INCLUDE DISCUSSION OF CONTRACTS, AND SECTION 2(g) WHICH MAY INCLUDE DISCUSSION OF CONTRACTS, AND SECTION 2(g) WHICH MAY INCLUDE DISCUSSION OF ' PERSONNEL. TOPICS TO BE DISCUSSED: A. BRIEFING FROM NEGOTIATING COMMITTEE. ON RESULTS OF MEETING WITH EACH LANDOWNER CONCERNING THE RIGHT--OF­-WAY PURCHASE FOR LOOP 539. B. DISCUSSION CONCERNING APPRAISAL REVIEW COMMITTEE'S RECONSTRUCTION- OF, IF ANY, APPRAISALS. The Council convened in executive session at 7 : 15 p.m. 11. RECONVENE IN OPEN SESSION AND TARE NECESSARY ACTION. The Council reconvened in open session at 7 :55p.m. and took following action; Tex Farnsworth (Tino Delgado seconded) motioned to accept the Appraisal Review Committee ' s reconstruction_- of pricing for purchasing the right-of-way for the proposed Loop 539. Voting "yes" - Tino Delgado, Tex Farnsworth, Billie Little, and T.,J. Harris. Voting "no" : Charlie Jupe. Motion carried - 4 to 1 vote. 12. COMMENTS BY COUNCIL MEMBERS. Tex Farnsworth informed the Council that the highway department would be _remDvrg the "buttons" on FM 78 at Darnell Estates. Also, Mr. Farnsworth ask about the trimming of limbs on South Street, bush on Rawe Street obstructing view, maintenance department removing a barricade on Old County Road, and noted the Main Street Project mentioned in the Newsletter did not credit the proper "council member" as ' beginning the idea. Billie Little mentioned thateo le had been dumping trash P P P 9 behind the creek (behind houses on Main Street) . Tino Delgado ask about the possibility of the city having "I.D. Stickers" for vehicles. Also, Mr. Delgado stated that several people had stated that they appreciated the Newsletter and hoped it would continue on a regular basis. Also, Mr. Delgado ask about the restrictions on "storage sheds" and the size requirements. Mr. Harris and Mr. Jupe had no comments. 12. COMMENTS BY STAFF. David Walker briefed the council on the status of the water line project--(from- tank to Thistle Creek) . Ari-n 'Smith- introduced Mike Moirris,- Guadalupe -County Chi-ef Appraisor. Mr. Morris addressed the Council and stated that his office would appreciate any input from the Council in • reference to their services or requirements. Mr. Morris answered several questions from the Council and ask that they contact the Board or his office if they had any complaints or questions. Mayor Bauder mentioned that anyone planning to attend the TML, Region 7 semi-annual on April 22nd at Tapatio Springs, please notify Ann before the 18th. 15. ADJOURNMENT. Tex Farnsworth (T.J.
