MINUTES OF REGULAR CITY COUNCIL MEETING
OF
JUNE 7, 1988 @ 7:00 P.M.
THE CIBOLO CITY COUNCIL CONVENED IN A REGULAR CITY
COUNCIL MEETING ON TUESDAY, JUNE 7, 1988 AT 7 :00 P.M. AT THE
CIBOLO CITY HALL, 109 SOUTH MAIN STREET, CIBOLO, TEXAS. THE
FOLLOWING AGENDA WAS FOLLOWED:
1. CALL TO ORDER.
Mayor Bauder called the meeting to order at 7 :00 P.M.
2. INVOCATION.
Tex Farnsworth gave the invocation.
3. ROLL CALL.
Members present: Jeff Miller, Bob Glisar, Tino Delgado,
Billie Little, Tex Farnsworth and Mayor Bauder.
Staff present : David Walker, Ann Smith, and Chief
Tullgreri
4. CITIZENS TO BE HEARD.
Mr. William J. Busch invited the Council and public to
attend the Cibolo Grange Hall Fund Raiser on July 2nd.
Proceeds will be to benefit SAFES and the Cibolo
Volunteer Fire, D,epartment.
Mrs. Almeta Lemons, on behalf of the Cibolo Volunteer
Fire Dept. Ladies Auxiliary, addressed the Council
concerning recent articles in the media referencing the
C.V.F.D. Mrs. Lemons urged the Council to support the
local volunteers and to extend a thank you to these men.
Mrs. Lemons requested that the city support the C.V.F.D.
with any assistance possible in upgrading the equipment
or facilities.
Andrew Tolle had signed up to speak but declined.
5. CONCENSUS ITEMS:.
A. MINUTES OF REGULAR COUNCIL MEETING, MAY 17, 1988.
Billie Little (Tex Farnsworth seconded) motioned to
approve minutes, as read. All approved. Motion '
carried.
6. REVIEW BUDGET RECAP OF APRIL 30, "1988.
Council reviewed budget recap showing a 59% collected
revenues and 55% expenditures. Tex Farnsworth
questioned the Capital Outlay funds in the
Administration, Water and Sewer and Law Enforcement.
7. APPROVE/DISAPPROVE AGREEMENT WITH W.H. MULLINS, CITY
ENGINEER, FOR PROFESSIONAL SERVICES.
Billie Little (Tex Farnsworth seconded) motioned to open
for discussion'. David Walker, City Adm. , explained the
schedule for bidding, construction and removal of the
old storage tank. Mr. Walker explained that Mr. Mullins
agreed to charge the lesser of Appendix "A" or "C" .

Also, in the second paragraph of the agreement, ' Mr.
Walker recommended deleting the words, "street,
drainage, water and sewer" . Tex Farnsworth (Billie
Little seconded) motioned to approve the agreement with
these changes. All approved. Motion carried.
9. APPROVE/DISAPPROVE WAIVER BUILDING/TAP FEE FOR PULTE
HOMES.
Tex Farnsworth (Jeff Miller seconded) motioned to
approve waiving the sewer, water tap and building permit
fee, due to two permits issued in the 1987 but never
constructed with the stipulation that the transfer be
used prior to September 30, 1988 and that the
construction be the same or less in value of the 1987
permits. I-f greater in value or size, Pulte must pay
the difference. All approved. Motion carried.
10. DISCUSSION BY CITIZEN, 'MIQUEL TRONCOSO -
• "DISCUSSION/ACTION - QUESTION CONCERNING CIBOLO
VOLUNTEER FIRE DEPARTMENT AND THE CITY OF CIBOLO.
Mr. Troncoso ask if the city wanted to spend money for
study of building a fire station? Mr. Troncoso ask with
the current equipment, how the city determined which was
most needed, a second fire house or upgraded equipment?
Mr. Troncoso expressed concern over certification,
training and out-dated equipment. Councilman Tex
Farnsworth, Fire Department/Council Committee member,
told Mr. Troncoso that answers would be premature at
this time and that the committee was meeting again on
the 23rd of the month and more questions could be
answered after that meeting. Mayor Bauder explained the
deed restrictions on the donated property and the reason
for adding the $60, 000 for the fire house to the
Certificate of Obligation. Mayor Bauder thanked Mr.
Troncoso for his concern.
11. COMMENTS BY COUNCIL MEMBERS.
Tex Farnsworth ask about the second house moved in on a
lot on Santa Clara and if they obtained permits. Also,
about a complaint of twelve cats at 137 Sioux Circle and
the percentage of coverage by the police department.
Billie Little ask about resident on Main Street letting
four dogs loose during the nights. Also, the main
street clean-up project and concern over when the owners
,would continue their needed improvements. Also, Mrs.
Little- informed the Council and Mayor that in no way did
she ask any citizen to stage a meeting concerning the
fire station.
Tino Delgado ask if the city had an ordinance on junk
vehicles and parking vehicles in the front yards.
Jeffs Miller ask if the city could do something about
several homes in the city letting their yards look like
"junk yards" .
12. COMMENTS BY STAFF.
• David Walker urged the Council to attend the Edwards
Underground Water District Water Conservation Summit on
Friday, June 17th in San Antonio. Also, Mr. Walker
advised the Council of the schedule for the condemnation
proceedings on 'the McKaskle and Cunningham properties.

13. COMMENTS BY MAYOR.
Mayor Bauder read a letter from Dickie George, President
of the Randolph Metrcom Chamber of Commerce extending
their assistance to the city. Also, the mayor announced
that he had signed a proclamation declaring June 13-17,
Flag Week. The Mayor ask who, if any, would like to
attend the TML Annual Conference for Mayors and Council
in Austin on June 24-26.
14. ADJOURNMENT.
Tex Farnsworth (Billie Little seconded) motioned to
adjourn. All approved. Motion carried.
