THE CIBOLO CITY COUNCIL CONVENED IN BUDGET WORKSHOP MEETING
ON TUESDAY, AUGUST 23 , 1988 AT 7 :00 P.M. AT THE CIBOLO MUNICIPAL
BUILDING, 109 SOUTH MAIN STREET IN CIBOLO, TEXAS. THE AGENDA
WAS AS FOLLOWS:
1. CALL TO ORDER.
Mayor Bauder called the workshop to order at 7 :00 P.M.
2. INVOCATION.
Bob Glisar gave the invocation.
3. ROLL CALL
All members were present.
4. CITIZENS TO BE HEARD.
No one requested to address the Council .
5. DISCUSSION OF THE 188-89 PROPOSED BUDGET, FIVE YEAR
CAPITAL IMPROVEMENT PLAN AND PURPOSED TAX RATE,
David Walker presented the proposed 188-89 Budget and
explained, line by line, the justification of the amounts
in each. Mr. Walker presented an unbalanced budget with
proposed revenues of $660, 024. and proposed expenditures of
$664,631 . The revenue figures were based on a tax rate of $
.3228 (3% increase) .
The Council expressed concerns able the decline in revenues
and ask that all fees be re-evaluated to see that they were
in line with area cities.
Discussion of the fund availability to the fire protection
needs of the city.
Mr. Walker explained that an increase in the ad valorem tax
rate to $ 33942 (8% increase) would balance the proposed
budget and leave a balance of $3, 777. that the Council
could use for capital improvements or fire protection.
After much_ discussion, the consensus of the council was to
live within the 3% increase in tax rate and cut the
expenditures accordingly.
Council Member Bob Glisar suggested that the Council begin
with their operating accounts and recommended cutting the
Mayor/Council Funds from $3, 500 to $800. in the Council
Contingencies Fund. In the Administration Fund, cut the
Audit Service by $500 and the Capital Outlay by $'600. In
the Street Dept. Fund cut the sign maintenance by $255 and
the Park Fund cut the Capital Outlay ( $245 ) . This left a
• difference of $507 , which the Council directed the city
administrator to cut from the salary increases.

Salary increases ranged from 2-4%, with the police
department at the higher.
