Min CC 09/22/1988 MINUTES OF COUNCIL MEETING OF SEPTEMBER 22, 1988 @ 7:00 P.M. THE CIBOLO CITY COUNCIL CONVENED IN A SPECIAL CALLED CITY COUNCIL MEETING ON THURSDAY, SEPTEMBER 22, 1988 AT 7:00 P.M. AT THE CIBOLO MUNICIPAL BUILDING, 109 SOUTH MAIN STREET, CIBOLO, TEXAS. THE AGENDA WAS AS FOLLOWS: 1. CALL TO ORDER. Mayor Bauder called the meeting to order at 7 :00 P.M. 2. INVOCATION. Councilmember Tex Farnsworth gave the invocation. 3. ROLL CALL. All Councilmembers were present. 4. CITIZENS TO BE HEARD. (limit 3 minutes each) No citizens were present to address the Council . 5. CONSENSUS ITEMS: A. MINUTES OF REGULAR COUNCIL MEETING, SEPT. 6, 1988, @ 7:00 P.M. Tex Farnsworth, (Jeff Miller seconded) motioned to approve the consensus , as presented. All approved. Motion carried. 6. APPROVE/DISAPPROVE ORDINANCE #413, ESTABLISHING THE ANNUAL BUDGET FOR THE FISCAL. YEAR BEGINNING OCTOBER 1, 1988 AND ENDING SEPTEMBER 30, 1989. Jeff Miller (Tino Delgado seconded) motioned to open for discussion. Council discussed the capital improvements , salaries -and future fire protection services . The proposed budget was balanced at $660, 241 . , with the anticipation of a 3% increase in the effective 1988 tax rate. Tino Delgado (Bob Glisar seconded) motioned , to adopt the proposed 88-89 budget, as presented with the approval of Ordinance #413. Mayor Bauder called for a roll call vote: Tex Farnsworth "yes" Tino Delgado "Yes" Billie Little "yes" Bob Glisar "Yes" Jeff Miller "yes" Motion carried. All approved. 7. ADOPTION OF TAX RATE LEVY FOR THE 1988 TAX ROLL AND APPROVAL OF ORDINANCE #412 LEVYING SAID RATE AND • EXEMPTIONS. Tex Farnsworth (Jeff Miller seconded) motioned to adopt ordinance ' # 412, with a Maintenance and Operations rate of $ . 12644 and an amount of $ . 19638 for Principal and Interest of Debt Service, for a total 1988 tax rate of $ .32282. APPROVE/DISAPROVE AWARD OF BID ON CONSTRUCTION OF WATER TRANSMISSION MAIN FROM TANK TO THISTLE CREEK SUBDIVISION. Billie Little (Tex Farnsworth seconded) motioned to approve the recommendation of Mr. W.H. Mullins, City Engr. , and the low bid on the "Base bid" in the amount of $93, 504.50 from Quest Utility. All approved. Motion carried. 9. APPROVAL OF DESIGNATION OF CITY OF CIBOLO "OFFICIAL NEWSPAPER/S" FOR NOTICES AND LEGAL REQUIREMENTS. Tino Delgado (Tex Farnsworth seconded) motioned for discussion. The three local newspapers, the Herald Life, Recorder Times and Seguin Gazette cover the council meetings. The Seguin Gazette is a daily paper but only has circulation of approximately 100 citizens with a "Cibolo" address . Both of the other papers are currently once a week. The Herald Life is the only paper currently delivered weekly free to all residents in Cibolo. Tex Farnsworth (Tino Delgado seconded) motioned to designate the Seguin Gazette, Herald Life and Recorder Times as "official newspaper" for the City of Cibolo, leaving the discretion to the staff according to their needs. All approved. _, Motion carried. 10. COMMENTS BY COUNCIL MEMBERS. No comments were extended by any council member. 11. COMMENTS BY STAFF. David Walker briefed the Council on the two public hearings, scheduled 10/4 & 10/18 @ 6 :30 p.m, for the Community Block Grant Application thru Texas Dept. of Commerce. Reported that H&C Construction would start the street seal coat work on Sept. 28th or 29th. 12. COMMENTS BY MAYOR. Mayor Bauder announced that the city had been ask to participate the GRAVC 18th Annual Veterans Day Parade on November 5th. The consensus was to place a patrol car in the parade. 13.
