OCTOBER 4, 1988 @ 7:00 P.M.
THE CIBOLO CITY COUNCIL CONVENED IN A REGULAR CITY
COUNCIL MEETING ON TUESDAY, OCTOBER 4, 1988 AT 7 :00 P.M. AT
THE CIBOLO MUNICIPAL BUILDING, 109 SOUTH MAIN STREET, CIBOLO,
TEXAS. THE FOLLOWING AGENDA WAS FOLLOWED:
1. CALL TO ORDER.
Mayor Bauder called the meeting to order at 7:05 P.M.
2. INVOCATION.
Council Member Glisar gave the invocation.
3. ROLL CALL.
Members present : Billie Littlev Jeff Miller, Bob
Glisar, Tino Delgado and Mayor Bauder. _ Staff
present : David Walker, Ann Smith and Chief Tullgren.
4. CITIZENS TO BE HEARD. (Limit 3 Minutes Each)
Bob Tullgren, Scout Training Officer', presented the
City with a framed Certificate of Appreciation for
the use of the Niemietz City Park on the weekend of
September 23-24, 1988 for a leadership training camp.
5. CONSENSUS ITEMS:
A. MINUTES OF PUBLIC HEARING ON SEPT. 22, 1988 @
6:30 P.M.
B. MINUTES OF COUNCIL MEETING ON SEPT. 22, 1988 AT
7:00 P.M.
C. CHECK REGISTER.
Bob Glisar (Jeff Miller seconded) motioned to approve
the consensus items, with a correction on 5A, Item
#1, from 7:00 P.M. changed to 6:30 P.M. All
approved. Motion carried.
6. PRESENTATION OF PROCLAMATION TO CIBOLO 4-H CLUB IN
HONOR OF NATIONAL 4-H WEER.
Mayor Bauder read and presented a proclamation to
several youths representing the Cibolo 4-H. Also,
the mayor presented a proclamation to Ed Higginson,
Fire Chief of the Cibolo Volunteer Fire Dept. ,
proclaiming the week of October 9-15, 1988 as "Fire
Prevention Week" in Cibolo.
7. APPROVAL/DISAPPROVAL OF A TWO YEAR CONTRACT WITH THE
FIRM OF STUBBLEFIELD, BRISTER & SCHOOLC_ RAFT, P.C. FOR
DELINQUENT TAX COLLECTIONS.
Tino Delgado (Bob Glisar seconded) opened for
discussion. The questions addressed were centered
around the pecentage rate for collection (15% ) . The
State Property Tax Board governs the percentage
allowed. Bob Glisar (Jeff Miller seconded) motioned
to approve the contract, as written. All approved.
Motion carried.
8. APPOINTMENT TO P & 7. COMMITTEE TO FILL VACANCY.
Mayor Bauder appointed Mr. Armond Hirtriter to fill
the vacancy created by Jeff Miller ' s election to the

October 4, 1988 @ 7:00 P.M.
City Council . All approved.
9. COMMENTS BY COUNCIL MEMBERS.
Council member Tino Delgado voiced concern over
students walking to and from Thistle Creek to Dobie
Intermediate School on Dietz Road. Ed Higginson,
Fire Chief, addressed the mayor that during a
recent alarm to Thistle Creek, at the time school was
dismissing, the fire trucks had observed children
walking all over the road. It was discussed that
with the completion of Phase II of Thistle Creek that
the developers would be laying sidewalk to the school
property. However, Mr. Higginson suggested a
temporary solution and the Council agreed the
Or, painting a walk-way on one side of the street and
requesting that the school instruct the students to
walk within the lines might save an accident .
Bob Glisar ask if the City had received any response
from the State on the installation of crossing arms
on Main Street and if the Council needed to do
anything extra to obtain the funding as quickly as
possible. David Walker stated that we had been
notified that funds were being budgeted but it would
possibly be 1990 before installation. Mr. Walker
stated that he would continued to check on the
status.
Jeff Miller ask if the City had a response from the
"draft" of the Fire Dept. Agreement back from Texas
Municipal League attorneys. Mr. Walker stated that
we had received the comments back and that the
suggestions had been added to the agreement and the
fire department would be discussing it at their next
board meeting .
10. COMMENTS BY STAFF.
David Walker briefed the Council on the starting date
of the water transmission line project, that the seal
coating project had been completed on the streets and
ask the Council for permission to waive the fee for
use of the Recreation Center by Don Nikel for a
Parks/Wildlife Certification Course for minors on
hunting requirements. The Council agreed that this
was a civic need and that no fees should be charged.
Ann Smith announced that tax statements would be
going in the mail this week.
11. COMMENTS BY MAYOR.
Mayor Bauder announced that the City had received a
letter from the Metrocom announcing that a promotion
for metrocom cities would be held on November 5th &
6th and that the City could have a booth if they so
wished. The promotion will be at Sea World.
12. ADJOURNMENT.
Bob Glisar (lino Delgado seconded) motioned to
adjourn. All approved. Motion carried.
