MINUTES OF REGULAR CIBOLO CITY COUNCIL MEETING
OF
TUESDAY, JUNE 6, 1989 @ 7:00 P.M.
THE CIBOLO CITY COUNCIL CONVENED IN A REGULARLY SCHEDULED
CITY COUNCIL MEETING ON TUESDAY, JUNE 6, 1989 AT 7 :00 P.M. AT
THE CIBOLO MUNICIPAL BUILDING, 109 SOUTH MAIN STREET, CIBOLO,
TEXAS. THE FOLLOWING AGENDA ACTION WAS TAKEN:
1. CALL TO ORDER.
Mayor Sam Bauder called the meeting to order at 7 :00
P.M.
2. INVOCATION.
Council Member Bob Glisar gave the invocation.
3. ROLL CALL.
All members were present .
4. CITIZENS TO BE HEARD. (Limit 3 Minutes Each)
Mrs . Jackie Fisher, 118 Sweetleaf, addressed the
Council concerning neighborhood problems over a
skateboard ramp located in her backyard. The Council
discussed the issue with Ms. Fisher and the agreement
was that since no "formal complaint" was issued with
the Police Dept . , no action was necessary. Chief
Tullgren offer several suggestions to Ms. Fisher in
regards to satisfying the situation. Ms. Fisher
volunteered to discontinued any music playing and would
set up a reasonable curfew for hours that the children
could use the skateboard ramp. The Mayor thanked Ms .
Fisher for coming forth with her concerns .
5. APPROVAL/DISAPPROVAL CONSENSUS ITEMS:
A. MINUTES OF COUNCIL MEETING OF TUESDAY, MAY 16,
1989.
B. CHECK REGISTER FOR MAY, 1989.
Tex Farnsworth (Jeff Miller seconded) motioned to
approve consensus items as presented. All approved.
Motion carried.
6. APPROVE/DISAPPROVE RESOLUTION SUPPORTING APPLICATION BY
KARNES COUNTY AND THE CITY OF DILLEY FOR TEXAS DEPT. OF
CORRECTIONS FACILITIES.
Tex Farnsworth (Bob Glisar seconded) motioned to
approve Resolution # 1112 supporting the application by
Karnes County and the City of Dilley for T.D.C.
facilities . All approved. Motion carried.
7. APPOINTMENT OF AUTHORIZED AGENT TO REPRESENT THE CITY
AT GUADALUPE COUNTY APPRAISAL DISTRICT - APPRAISAL
REVIEW BOARD HEARINGS.
Jeff Miller (Tino Delgado seconded) motioned to appoint
Ann Smith, City Tax Assessor-Collector, as authorized
representative for the City of Cibolo at any G.C.A.D -
A.R.B. hearings, as deemed necessary. All approved.

8. APPROVAL/DISAPROVAL JOINT RESOLUTION AND RE-CERTIFICATION OF
THE EMERGENCY MANAGEMENT COUNCIL FOR GUADALUPE COUNTY.
Tex Farnsworth (Bob Glisar seconded) motioned to approve and
re-certify a Resolution of the Emergency Management Council
for Guadalupe County. All approved. Motion carried.
9. THE CITY COUNCIL WILL GO INTO EXECUTIVE SESSION UNDER THE
PROVISIONS OF ARTICLE 6252..17 V.T.S.C. , SECTION 2 (g) WHICH
MAY INCLUDE DISCUSSION OF PERSONNEL. THE COUNCIL _WILL
CONVENE TO DISCUSS THE FOLLWING:
A. ANNUAL PERFORMANCE EVALUATION AND CONTRACT
RE-NEGOTIATION WITH THE CITY ADMINISTRATOR.
The Mayor read the executive session order and went into
closed session.
10. RECONVENE AND TAKE NECESSARY ACTION.
The Council re-convened in open session at 7 :55 P.M. Jeff
Miller (lino Delgado seconded) motioned to offer City
Administrator David Walker an open-ended contract and a vote
of confidence. All council members unanimously supported'
the recommendation. Motion carried. The Mayor and Council
thanked David Walker for his performance during his two
years of employment and offered their support . Council
stated that salary considerations would be discussed during
the budget procedures.
11. COMMENTS BY COUNCIL MEMBERS.
Tex Farnsworth mentioned the following :
1 ) Status of the beautification of Main Street Commit-tee.
2 ) Cause of the recent train derailment.
3) Ask if the Emergency Mgmt. Committee had any planned
drills for emergencies.
4) Ask about the liability of machinery rental used for
street repairs .
6) noted that the Converse Farmer ' s Market is open at 3 :00
p.m. Tuesday and that the foundation, WICK, provided
double sales for mothers on food stamps .
Mark Buell stated that he would be attending the ACCOG
Workshop for new council members on June 28th.
Tino Delgado ask how the city handled abandoned property.
Bob Glisar ask how the new HB 243, Municipal Court Fines,
will be affecting the City.
12. COMMENTS BY STAFF.
David Walker briefed the council on the following:
1 ) Inhouse street repairs completed.
2) Letter from the State on Highway Safety Program.
3) Police Department problem with verbal assault in Thistle
Creek Subdivision.
4) Meeting with NCNB Bank and Highway Dept . on the
agreement on the sewer drainage project.
5) City is taking proposal for seal coating street work.
6) urged water conservation measures .

13. COMMENTS BY MAYOR.
Mayor Bauder set the date for a workshop on Tuesday, June
27th @ 7:00 P.M. Also, the Mayor reminded the Council of
the Metrocom Luncheon on Wednesday at Pat 's Place and the
Schertz 4th of July Parade. Mayor Bauder informed the
Council that David Walker and himself had met with the
Schertz City Council at a workshop and discussed the
disagreement of the billing for the Dietz Road Sewer Line
break that occurred in 1988. It was concurred that the
city administrators would meet with CCMA and determine the
areas. of responsibility.
14. ADJOURNMENT.
