TUESDAY, AUGUST 1, 1989 @ 7:00 P.M.
THE CIBOLO CITY COUNCIL CONVENED IN A REGULARLY SCHEDULED
CITY COUNCIL MEETING ON TUESDAY, AUGUST 1, 1989 AT 7:00 P.M. AT
THE CIBOLO MUNICIPAL BUILDING, 109 SOUTH MAIN STREET, CIBOLO,
TEXAS. THE FOLLOWING AGENDA WAS THE ORDER OF BUSINESS:
1. CALL TO ORDER.
Mayor Sam Bauder called the meeting to order at 7 :00
P.M.
2. INVOCATION.
Councilmember Bob Glisar gave the invocation.
3. ROLL CALL.
The Mayor noted that all members were present. Staff
present: David Walker, Ann Smith & Chief Tullgren.
4. CITIZENS TO BE HEARD.
At the time of order, no citizens were present. Late
in the meeting Mr. Steve Liparato, Thistle Creek
Subivsori, requested to inform the Council of his
appreciation to Mr. David Walker for his timely
response to the request for having vacant lots in
Thistle Creek mowed and for the street signs. -
5. APPROVAL/DISAPPROVAL CONSENSUS ITEMS:
A. MINUTES OF REGULAR COUNCIL MEETING ON JULY 18,
1989.
Tex Farnsworth (Jeff Miller seconded) motioned to
approve as presented. Unanimous vote -- vote carried.
6. APPROVAL/DISAPPROVAL OF APPOINTMENT OF TWO RESERVE
PATROL OFFICERS FOR THE CITY OF CIBOLO.
Tex Farnsworth (Bob Glisar seconded) motioned to
approve the appointment of Deianira Ajax and Carl Sheff
as reserve patrol officers for the City. Unanimous
vote -- vote carried.
7. THE CITY COUNCIL WILL GO INTO EXECUTIVE SESSION UNDER
THE PROVISIONS OF ARTICLE 6252.17 V.T.S.C. : SECTION 2
(g) WHICH MAY INCLUDE DISCUSSION OF PERSONNEL:
_ A. APROVAL OF RESIGNATION FOR RETIREMENT PURPOSES OF
CHIEF-OF-POLICE.
B. DISCUSSION/ACTION ON RECRUITMENT PROCESS AND
INTERIM CHIEF-OF-POLICE.
C. DISCUSSION/POSSIBLE ACTION ON RECLASSIFICATION/JOB
DESCRIPTION CHANGES IN PERSONNEL.
The Mayor read the order of executive session business
and called the Council into closed session.
8. RECONVENE IN OPEN SESSION AND TARE NECESSARY ACTION.
The Council reconvened in open session at 8:07 P.M. and
the following motions were made:

to accept Chief Tullgrens request for retirement, with
deepest regrets, and to allow him to retain his Texas
Peace Officer ' s Commission under the City of Cibolo.
All approved. Motion carried.
7B. Mark Buell (Tex Farnsworth seconded) motioned to
authorize the staff to begin advertisements for a
replacement, with a cut off date of August 25th, and to
appoint a staffing committee of David Walker, Mayor
Bauder, Councilmember Delgado and possibly two police
chiefs from area cities. All approved. Motion
carried.
7C. Tino Delgado (Jeff Miller seconded) motioned to
change the job description of the Maintenance
Officer/Bldg. Inspector, due to the decline in
construction and budget restraints, from an administrative
position to Lead Maintenance Worker, with a salary
change to $7.00 per/hour, effective September 1, 1989.
All approved. Motion carried.
8. COMMENTS BY COUNCIL MEMBERS.
Jeff Miller stated that he would like to attend the TML,
Region 7 meeting in Castorville. Each Council Member
extended best wishes to Skipp Tullgren in his retirement and
congratulated him on a job well done.
9. COMMENTS BY STAFF.
David Walker briefed the council on the following projects:
a. Purchasing of Loop 539 right-of-ways were completed.
b. Bracken Methodist Church had sent a request to lease or
purchase the acreage on which the city well is located
to build a parking lot.
C. Maintenance- truck replacement is still being evaluated
and the insurance repair payment would be $840.00.
The staff will be coming to the Council with a recom-
mentdation soon. _
d. A tour group of interested business parties will be _
brought to Cibolo by the economic development group from
the Randolph Metrocom area.
Skipp Tullgren expressed appreciation to the staff and the
Council for their co-operation and support during the past
twenty-six months.
10. COMMENTS BY MAYOR.
Mayor Bauder extended best wishes to Skipp Tullgren in his
retirement and thanked him for the excellent leadership of
the police department during the past two years.
11. ADJOURNMENT.
Tex Farnsworth (Bob Glisar seconded) motioned to adjourn.
All approved. Motion carried.
