Min CC 08/01/1989 - Budget Workshop MINUTES OF CIBOLO CITY COUNCIL BUDGET WORKSHOP OF TUESDAY, AUGUST 1., 1989 @ 8:35 P.M. THE CIBOLO CITY COUNCIL CONVENED IN A "BUDGET WORKSHOP" PROCEEDING THE REGULAR CITY COUNCIL MEETING ON TUESDAY, AUGUST 1, 1989 AT THE CIBOLO MUNICIPAL BUILDING, 109 SOUTH MAIN STREET, CIBOLO, TEXAS. THE FOLLOWING AGENDA WAS THE ORDER OF BUSINESS: 1. CALL TO ORDER. Mayor Bauder called the workshop to order at 8:35 P.M. 2. ROLL CALL. All members were present. 3. CITIZENS TO BE HEARD. No one ask ,to speak. 4. DISCUSSION OF THE 189-90 PROPOSED BUDGET AND TAX RATE. Mayor Bauder presented the Council a proposed line item budget FY 89-90 in the amount of $709,335 (balanced) . The mayor then ask David Walker to brief the Council on each line. The proposed budget is based on a 7.9% M & 0 Tax Rate Increase. Due to 25-40% increases in insurance rates ( liability, worker ' s comp and health) and the decline in revenues from construction, along with some four million dollars in property values being protested or reduced, very little capital outlay or improvement projects were left in the budget. The first draft, submitted by department heads, had been trimmed some $100,000 before presentation to the Council . Salary increases were averaged at 2.9% for some employees with some reclassification and re'duction in adminstrative positions. With the Certified 1989 Tax Roll showing Market Value of $51, 768, 850 less exemptions leaving a $44, 861, 852 taxable value (plus supplements) a tax rate of $ .3581 will generate $171, 187 in revenues. The breakdown in the tax rate is $ . 144104 for Maintenance and Operation and $ .214016 for Debt Service I & S. After careful review, the Council discussed possible dates for public hearings . 5.
