THE CIBOLO CITY COUNCIL CONVENED IN A REGULARLY SCHEDULED CITY COUNCIL MEETING ON TUESDAY, AUGUST 15, 1989 AT 7:00 P.M. AT THE CIBOLO MUNICIPAL BUILDING, 109 SOUTH MAIN STREET, CIBOLO, TEXAS. THE FOLLOWING AGENDA WAS THE ORDER OF BUSINESS: 1. CALL TO ORDER. Mayor Sam Bauder called the meeting to order at 7:07 P.M. 2. INVOCATION. Councilmember Bob Glisar gave the invocation. 3. ROLL CALL. Members present: Bob Glisar, Tino Delgado, Mark Buell , Mayor Bauder and Tex Farnsworth arrived during item 38. Jeff Miller was on vacation. Staff present: David Walker, Ann Smith, and Chief Tullgren. 4. CITIZENS TO BE HEARD. (Limit 3 Minutes Each) No citizen requested to speak. 5. APPROVAL/DISAPPROVAL CONSENSUS ITEMS: A. MINUTES OF REGULAR -G.1O. ,CITY C.OU_biCli;_=MEETING OF AUGUST 1, 1989 @ 7:00 P.M. B. MINUTES OF BUDGET WORKSHOP ON AUGUST 1, 1989 i @ 8:35 P.M. C. CHECK REGISTER FOR JULY, 1989. D. JULY 31, 1989 BUDGET RECAP. Mark Buell (Bob Glisar seconded) motioned to approve as presented. All approved. Motion carried. 6. APPROVE/DISAPPROVE AMENDMENT TO ORDINANCE #384-384.A: SCHEDULE OF FINES FOR MUNICIPAL COURT. Tino Delgado (Bob Glisar seconded) motioned to approve amending ordinance #384-384.A, Schedule of Fines for municipal court to increase the speed limit fee from $2 to $3.00 per miles and to revoke the Administrative Fee of $10.00 on Proof of Insur•:ance. All approved. Motion carried. 7. AUTHORIZE STAFF TO TAKE BIDS ON GROUP HEALTH INSURANCE BENEFIT PACKAGE. Bob Glisar (Mark Buell seconded) motioned to authorize the staff to take bids on group health insurance benefits due to the proposed 40% increase and self-funding changes of the TML Insurance program effective October 1, 1989. APPROVE/DISAPPROVE AUTHORIZING TAX ASSESSOR-COLLECTOR TO CALCULATE EFFECTIVE TAX RATE AND CERTIFY PERCENT OF COLLECTION. Tex Farnsworth (Mark Buell seconded) motioned to appoint Ann Smith, City Tax Assessor-Collector, to calculate the effective tax rate and percentage of collection. All approved. Motion carried. 9. APPROVE/DISAPPROVAL OF THE 1989 CERTIFIED TAX ROLL PRESENTED BY THE CHIEF APPRAISER OF THE GUADALUPE COUNTY APPRAI Tex Farnsworth (Bob Glisar' seconded) motioned to accept the 1989 Certified Tax Roll prepared by Chief Appraiser of the Guadalupe County Appraisal District. All approved. Motion carried. 10. DISCUSSION/VOTE ON PROPOSAL TO ADOPT TAX RATE. Tex Farnsworth (Bob Glisar seconded) motioned to propose a tax rate of $ .144104 Maintenance and Operation plus a $ .214106 Debt Service Interest and Sinking . Totaling $ .358120 Proposed tax rate. This will be a 7.9% M & 0 Rate increase over the effective rate. Mayor Bauder called for a roll call vote: Bob Glisar "Yes" Mark Buell "Yes" Tino Delgado "Yes" Tex Farnsworth "Yes" Jeff Miller Absent Mayor Bauder - Present but no vote required. Unanimous Vote. Motion carried. 11. THE CITY COUNCIL MAY GO INTO EXECUTIVE SESSION UNDER THE PROVISIONS OF ARTICLE 6252.17 V.T.S.C. : SECTION 2(g) WHICH MAY INCLUSE DISCUSSION OF PERSONNEL: j A. ACCEPT RESIGNATION OF COURT/UTILITY CLERK AND AUTHORIZE STAFF TO START SEARCH FOR REPLACEMENT. Tex Farnsworth (Mark Buell seconded) motioned to suspense with the executive session and accept the resignation of Jo Jeans, effective Sept. 22, 1989 and authorize staff to start the repl-acement search. 12. RECONVENE IN OPEN SESSION AND TAKE NECESSARY ACTION. Not required. 13. COMMENTS BY COUNCIL MEMBERS. Tex Farnsworth ask about the abandonment of animal fine on the Schedule of Fines. Also, ask if the city had an ordinance on burning. Mark Buell ask Chief Tullgren about the extent of the recent accident on FM 1103 and Main Street and if the possibility of a 4-Way Stop would eliminate some of the t confusion at the intersection. Tino Delgado ask if information was available on the proposed Buffalo Valley Landfill and the Medipure location. Mr. Delgado expressed that he felt more technical data should be supplied, for study, before the Council should act on a resolution supporting the proposed site for a landfill. David Walker briefed the Council on a letter from Chuck Sharpe, Chairman of Board, Guadalupe County Appraisal District, requesting a meeting to discuss centralized collections. The Council discussed the matter and ask the Mayor to notify the GLAD that this did not seem advantageous to the City of Cibolo. Also, Mr. Walker noted highlights of a letter from the Dept. of Health outlining a recent inspection of the city water system. Mr. Walker presented a chart of possible sewer rate increases over a three year period. The Council had instructed the staff to prepare information on the increase at the last meeting due to the budget letter presented by C.C.M.A. anticipating a 25% rate increase in 1992 . Consideration will be further discussed at a later date. Last, Mr. Walker informed the Council that the insurance settlement on the wrecked truck will be $804 and that Discount Auto had offered a $400 trade-in on an 181 GMC ($2, 100 after trade-in) . The view of the Council was to continue looking for a newer vehicle. Chief Tullgren expressed his gratitude to the Council and staff during his two years of employment. 15. COMMENTS BY MAYOR. Mayor Bauder presented Chief Tullgren with a plaque for his retirement and expressed appreciation for his serve to the city as police chief and wished him well in his retirement. Mayor Bauder also reminded the Council that they had been ask to host telephone pledges at the Jerry Lewis telethon and of the TML Regional Meeting in Casterville. Tex Farnsworth ask to remind the public of the Boyville Breakfast and Auction on Sat. , August 26th at 7 :30 a.m. 16. ADJOURNMENT. Tex Farnsworth (Bob Glisar seconded) motioned to adjourn.
