TUESDAY, OCTOBER 3, 1989 @ 7:00 P.M.
THE CIBOLO CITY COUNCIL CONVENED IN A REGULARLY SCHEDULED
CITY COUNCIL MEETING ON TUESDAY, OCTOBER 3, 1989 AT 7:00 P.M. AT
THE CIBOLO MUNICIPAL BUILDING, 109 SOUTH MAIN STREET, CIBOLO,
TEXAS. THE FOLLWING AGENDA WAS THE ORDER OF BUSINESS:
1. CALL TO ORDER.
Mayor Bauder called the meeting to order at 7:00 P.M.
2. INVOCATION.
Councilmember Bob Glisar gave the invocation.
3. ROLL CALL.
Members present: Jeff Miller, Bob Glisar, Tino Delgado,
Mark Buell and Mayor Bauder. Tex Farnsworth arrived
during item # 8.
4. CITIZENS TO BE HEARD. (Limit 3 Minutes Each)
Mr. Gary Birdwell, 120 Dobie Blvd. , requested to address
the Council on several subjects . Mr. Birdwell ' s first
question was clarification on the animal control
ordinance. Mr. Birdwell ask what he could do about
animals running at large and neighbors violating the
number of animals per resident regulation. Mr. Birdwell
was concerned about a neighbor at 116 Dobie having ten
( 10) dogs at one time in her possession. Mr. Birdwell ' s
other complaint was the problem with commerical trucks
parked in a subdivision area. Mr. Birdwell had just
recently had a problem of an eighteen wheeler backing
into his car parked at his home.
5. APPROVAL/DISAPPROVAL OF CONSENSUS ITEMS:
A. MINUTES OF REGULAR COUNCIL MEETING, SEPT. 19, 1989.
B. CHECK REGISTER OF SEPTEMBER, 1989.
Bob Glisar (Jeff Miller seconded) motioned to approve the
consensus items as presented. All approved. Motion
carried.
6. PROCLAMATION FOR NATIONAL FIRE PREVENTION WEEK - OCTOBER
8-14, 1989.
Mayor Bauder read the proclamation for National Fire
Prevention Week and commended our local volunteer fire
department.
7. PROCLAMATION DECLARING NATIONAL 4-H WEEK IN CIBOLO.
Several members of the Cibolo Valley 4-H Club were
present for the mayor ' s signing of the National 4-H Week
Proclamation.
8. NOMINATIONS FOR THE GUADALUPE COUNTY APPRAISAL DISTRICT
BALLOT FOR BOARD OF DIRECTORS.
The mayor opened the floor for nominations. Tino Delgado
nominated Jeff Miller and Jeff Miller nominated Bill
Little. With no further nominations, the Mayor ask for a
vote. All approved the two nominees.

9. THE CITY COUNCIL MAY GO INTO EXECUTIVE -SESSION UNDER THE
PROVISIONS OF ARTICLE 6252.17 V.T.S.C. : SECTION 2 (g) WHICH
MAY INCLUDE DISCUSSION OF PERSONNEL:
A. -CONTRACT WITH CITY ATTORNEY.
B. GROUP INSURANCE BID AWARD/DECLINING DUE TO UN-INSURABILITY
OF EMPLOYEE.
The Council convened in closed session.
10. RECONVENE IN OPEN SESSION AND TARE NECESSARY ACTION.
The Council reconvened at 8: 15 p.m.
�. ITEM 9-A. Tex Farnsworth (lino Delgado seconded) motioned to
table any action on the contract with the city attorney until
further study by the staff.
Item 9-B. Jeff Miller (lino Delgado seconded) motioned to
rescind the previous bid award to Blue Cross/Blue Shield for
group health insurance, due to being declined because of one
employee not being accepted and reducing the group to less
than ten employees and motioning to continue with Texas
Municipal League on a month-to-month bases until the situation
could be changed. All approved. Motion carried.
11. COMMENTS BY STAFF.
David Walker briefed the council on the status of the new
post office and the use of "cluster boxes" versus individual
mail boxes.
Also, Walker stated that the LCRA tour thru the
Schertz-Cibolo area was scheduled for the afternoon of
- October 19, 1989. He said that business places would be ask
to dress up the appearance of their places for the tour.
12. COMMENTS BY COUNCIL MEMBERS.'
Tex Farnsworth noted that he was searching for a coke machine
for the Cibolo Valley Alcohol and Drug Center. Mr.
Farnsworth also noted that Debbie Cielencki was doing an
excellent job as interim chief. He also mentioned that while
Entex Gas was cutting the road at F.M. 1103 and Main Street
that he picked up a piece of asphalt that was only 3/8" in
thickness.
Mr. Mark Buell ask who would be responsible for trimming
trees along Main Street and clarification of the animal
control ordinance.
Mr. Jeff Miller ask if who had jurisdiction for traffic
control on Town Creek Road, especially "speeders" .
13. COMMENTS BY MAYOR.
Mayor Bauder mentioned the "Red Ribbon" campaign against
drugs on October 22nd & 29th.
14. ADJOURNMENT.
Tex Farnsworth (Bob Glisar seconded) motioned to adjourn.
All approved. Motion carried.
