THE CIBOLO CITY COUNCIL CONVENED IN A REGULARLY SCHEDULED
CITY COUNCIL MEETING ON TUESDAY, FEBRUARY 6, 1990 AT 5:00 P.M.
AT THE CIBOLO MUNICIPAL OFFICES, 109 S. MAIN STREET, CIBOLO,
TEXAS. THE FOLLOWING WAS THE ORDER OF BUSINESS:
1. CALL TO ORDER.
Mayor Sam Bauder called the meeting to order at 5:00
P.M.
2. ROLL CALL.
Members present: Jeff Miller, Bob Glisar, Tino
Delgado, Mark Buell, -Tex Farnsworth and Mayor Bauder.
Staff present: David Walker, Ann Smith and Chief
Suiter.
3. INVOCATION.
Council member Bob Glisar gave the invocation.
4. CITIZENS TO BE HEARD.
Ms. Clare Gilbert, 137 Buffalo Trail, requested-' to
address the Council on several areas ofconcern:
a) implementation of SB 336, Impact Fees. Ms. Gilbert
urged the Council to use caution in implementing and
suggested that the staff receive guidance if
implemented.
b) expressed opposition to the once-a-week garbage pick
up and increase in rates.
c) requested that the drapes at City Hall be opened at
all times.
5. CONSENSUS ITEMS:
A. MINUTES OF REGULAR MEETING, JANUARY 16, 1990.
B. CHECK REGISTER FOR JANUARY, 1990.
Bob Glisar (Tino Delgado seconded) motioned to approve
consensus items as presented. All approved. Motion
carried.
6. ACCEPTANCE OF DONATION TO NIEMIETZ CITY PARR FROM THE
CIBOLO HIGH SCHOOL - CLASS OF 1927.
Tex Farnsworth (Mark Buell seconded) motioned to accept
the donation from the Cibolo High School, Class of 1927
r in the amount of $13.00, balance of class reunion fund,
to -be used in Niemietz City Park. All approved.
Motion carried.
7. MAYOR CALLING THE CITY OF CIBOLO GENERAL ELECTION ON
MAY 5, 1990 AND SIGNING THE "ORDER OF ELECTION" .
Mayor Bauder read and signed the Order of Election for
the Saturday, May 5th General Election. Expiring terms
are: Council Member Place 1, Place 4 and Place 5.

8. APPOINTMENT OF ELECTION OFFICIALS AND SETTING
COMPENSATION.
Tex Farnsworth (Bob Glisar seconded) motioned to
appoint Modesta Flores, Election Judge, Velman Schulz,
Alternate Judge and Dorlene Higginson election workers
for the May 5th General Election. Compensation will be
$5.00 per hour, with an additional $10.00 for
administration fee to the election judge. The City
Secretary, Ann Smith will serve as Absentee Judge with
Phyllis Smith and Sue Whitaker as absentee clerks. All
approved. Motion carried.
9. PRESENTATION BY MR. RON JOHNSON, RANDOLPH FIELD AREA
ROTARY INTERNATIONAL, TO THE OUTSTANDING VOLUNTEER OF
THE--YEAR NOMINATION FROM CIBOLO.
Mr. Ron Johnson presented Mr. Fred Niemietz a
certificate from the Randolph Field Area Rotary for the
mayor' s nomination as "Volunteer of the Year in
Cibolo" . A plaque presentation will be made to Mr.
Niemietz at the Rotary Round up at the Bluebonnet
Palace at a later date.
10. DISCUSSION/POSSIBLE ACTION ON IMPLEMENTATION OF IMPACT
FEES, IN COMPLIANCE WITH SENATE BILL 336.
Jeff Miller (Bob Glisar seconded) motioned to open for
discussion. David Walker outlined the compliance time
requirement as set out in SB 336. Mr. Walker also
addressed the Planning & Zoning Committee 's
recommendation to forego implementation of the impact
fees at the time but monitor the situation until area
growth will warrant re-consideration. Cost for the city
to comply will be approximately $10-12,000. Also,
Walker recommended consideration of funds in the 1990-91
budget for •=the.r cost.. of--impl-ementing,'_t.he,°administrative part.
After discussion, Bob Glisar (Tex Farnsworth seconded)
motioned to table until budget preparation time. All
approved. Motion carried.
11. APPROVAL/DISAPPROVE DATE FOR THE SPRING CLEAN UP.
Tex Farnsworth (Mark Buell seconded) motioned to approve
the recommended dates of March 23 - April 2, 1990 for
Spring Clean Up. Moore Industrial Disposal, Inc. will
provide the trash dumpsters.
12. DISCUSSION/ACTION ON THE REQUEST FOR INCREASED GARBAGE
COLLECTION RATES .BY MOORE INDUSTRIAL DISPOSAL, INC.
Jeff Miller (Bob Glisar seconded) motioned to open for
�. discussion. Henry Gutierrez and Mr. Mike Moore, Moore
Industrial Disposal presented a different set of figures
from the first rate increase request made at -the January
16th meeting. Due to citizens and council concern over
the difference between percentage of increase to
commercial (11 . 1%) verses the percentage of increase to
residential (8.6%) which included a 3.7% CPI increase.
Moore changed the proposal to 7 .6% residential and 10.0%
commercial . The breakdown of the second proposal is:
Residential Commercial
4.9% Landfill Inc. 7.4% Landfill
2.7% CPI 3.7 % CPI
7 .6% 10.0%

Tex Farnworth (Bob Glisar seconded) motioned to approve
the 7 .6% residential and 10.0% Commercial increase,
effective March 1 , 1990. All approved. Motion
carried.
13. COMMENTS BY COUNCIL MEMBERS.
Tex Farnsworth commented on the following :
a) appreciation to the Cibolo merchants that
participated in the Youth Livestock Auction.
b) ask if the police department walkie for #283 was
being repaired -- communication poor.
c) would like to start a "First Responder Program in
Cibolo" -- possibly the fire department could look into
the possibly.
d) ask if the "Beautification Committee" was ever
formed. Mark Buell stated that he would chair such a
committee.
e) noted that Feb. 23rd an auction would by held by the
Converse Police Department.
14. COMMENTS BY STAFF.
David Walker briefed the Council on a recent 1990
Census Meeting at Alamo Area Council of Government.
15. COMMENTS BY MAYOR.
Mayor Bauder announced that the Randolph area maps had
been delivered by the Metrocom Chamber of Commerce and
that the staff would be selling them for $1 .50 ea.
16. ADJOURNMENT.
Tex Farnsworth (Bob Glisar seconded) motioned to
adjourn. All Approved. Motion carried.
